We are delighted to announce that we are looking to recruit into the newly created position of Commercial and Compliance Reform Lead.

In this role you will develop, lead and manage commercial assurance, providing insight, advice and leadership on procurement governance and policy including responsibility for defining and mobilising all the necessary processes and procedures.

You will also need to have central commercial oversight of a wide range of programmes and projects.

Ensuring Orbit develops and delivers sound commercial contracts that support departmental objectives and comply with the commercial assurance policy and operating standards, meet public procurement regulations and National Procurement Policy Statement and deliver value for money.


Your key responsibilities will be to:

  • Be the public procurement and reform commercial assurance expert
  • Act as the lead interface and delivery agent/ relationship owner for commercial assurance, procurement and commercial services process improvement
  • Be the single point of contact for the Government Procurement Reform Unit
  • Participate and engage in Crown Commercial strategy and focus groups building relationships with the Government Commercial Function and other HA's
  • Develop, implement and control management of fit for purpose commercial procedures, operating standards, documents and tools to enable strategic commercial outcomes
  • Engage with and manage relationships with wider Customers and Communities teams to identify commercial capability and intelligence
  • Produce compliance assurance reports
  • Line management responsibilities involving coaching, supporting, and developing personal skills and professional capabilities
  • Conduct assurance and scrutiny of procurement strategies (with a focus on the commercial case) and provide written advice to Heads of Service and Directors
  • Act as the lead source of procurement reform and associated strategic change, supporting procurement pipeline planning, providing risk and opportunity quantified advice and constructive challenge in response to complex business issues

To be successful in this role of Commercial and Compliance Reform Lead you will need to be educated to degree level and fully MCIPS qualified, you will also need to have extensive knowledge of English contract law, procurement legislation, regulations, standards, procedures and techniques relevant to a registered provider.


It is also essential that you have:

  • Extensive experience of leading strategic procurement projects and category management principles
  • Experience and knowledge of developing lean procurement processes, procedures and associated standard format documents
  • Excellent interpersonal skills, with stature and expertise to become and act as a trusted senior member of the team
