Activities and Responsibilities of the Post

Principle Purpose of the role
Applications are invited from police staff who meet the essential criteria. Police staff investigators must be willing to develop digital investigation skills within an online child sexual abuse arena.


The primary aim of the Safeguarding Children Online Team involves the investigation of internet-related child sexual abuse and exploitation offences.


SCOLT is a high-risk area of business for the constabulary and works closely with the Covert Authorities Bureau, regional units utilising covert tactics and digital forensic and cyber professionals.

You will also act as a point of contact providing advice and guidance to officers attending Op CLARINET enforcements.


As a staff investigator you will work alongside detectives enforcing arrests and search warrants based on intelligence received from international, national, and regional intelligence agencies and partners.

You will be heavily involved within the investigation developing interview and technical skills and reviewing media / data recovered from digital equipment.


The successful applicant will be self-motivated, dynamic, be able to pass the force fitness test and be able to demonstrate the ability to be flexible, work on your own initiative and evidence your commitment to deliver an excellent quality of service to vulnerable victims.


Main Activities of the Role

  • Obtaining witness accounts or any other contributory supporting information or evidence for criminal or other legal purpose.
  • Conducting external investigative enquiries (house to house / identification of CCTV opportunities etc)
  • Identify, collate, review and render audio, video, digital and physical written material into evidence
  • Working with other disciplines, departments or agencies to secure expertise in evidential capture (e.g. Forensic or Technical support)
  • Taking responsibility for evidence and property; storing, transporting and restoring property to the owner.
  • Arranging and providing safeguarding measures for victims of crime and those at risk of abuse or exploitation.
  • Undertaking risk assessments in accordance with policy and national guidance
  • Development of case specific highrisk case management strategies
  • Joint working in support of Norfolk Constabulary's Partnerships with other agencies
  • Representing Norfolk Constabulary within safeguarding meetings. This includes assessing personal data, intelligence and evidence and the appropriateness of disclosure to other parties in pursuance of Norfolk Constabulary's duty to protect the public
  • Building or supporting the build of case files
  • Engaging in crime prevention activities.
  • Maintain close liaison and cooperation with other forces and external agencies in relation to the gathering and preparation of evidence, interviewing witnesses and safety of victims. Postholder will be working in conjunction with officers should travelling to other forces be required.
  • Attendance at searches in accordance with designated Police power as part of investigations
  • Viewing and categorisation of indecent images (including of children) in line with the National grading policy and in support of prosecutions
  • To use and work within the powers designated to you by the Chief Constable under s.38 Police Reform Act 2002 in support of the discharge of your duties as outlined.
  • Representing Norfolk Constabulary at any legal proceedings including Criminal, Coronial and Family Courts
  • Any other duties that are commensurate with the role and grade as may be requested by management

Person Specification
It is essential that applicants meet the following criteria:

  • Experience of conducting investigations / enquiries or demonstrate the ability to quickly develop the required skills
  • Experience of engaging with members of the public
  • Excellent verbal and written communication skills
  • Demonstrate the ability to work as part of a team
  • Demonstrate the ability to use own initiative
  • Demonstrable basic digital skills including a working knowledge of the Microsoft Office Suite
  • Full driving licence and the ability to travel and work in remote locations as required
It is desirable that applicants meet the following criteria:

  • Experience of working on a multi-agency basis (e.g. with Children's Services, Health etc)
  • Evidenced ability to communicate with adults or children with vulnerabilities or complex needs
  • Experience of working within a policing environment
