The Greater Manchester Shared Service (GMSS) is an exciting partnership between Trafford Council and Greater Manchester Police.

Based at Trafford Town Hall, our aim is to provide a first class, professional, HR and payroll shared service for around 20,000 employees and customers across both organisations.


Main purpose of the role:

  • To support the development of a 'leading edge' Shared Service Centre for Partnership members, ensuring a high performing and customer focused transactional HR, Payroll and Pension service that is continuously improving and seen as best-in-class public sector model.
  • To support the development and delivery of a comprehensive business systems administration, and maintenance service for a HR and Payroll Shared Service Centre.
  • To support the delivery of a highly effective management information and reporting service to a variety of internal and external customers by running reports, interpreting and presenting data and information.
  • To provide systems and reporting technical support to the shared service centre, systems users and customers including query and issue management, user documentation and training.

Main duties and responsibilities:

  • To support the senior specialists in respect of all matters relating to the delivery of the operational functions and the achievement of wider shared service goals.
  • To be responsible for the delivery of planned and dayto day technical activities to ensure effective delivery that is of a high quality and is to required deadlines.
  • To work across the Shared Service teams to support the development of relevant procedures and documentation that ensure accurate and secure use of all systems; evaluating delivery and providing advice or intervention where required.
  • To be uptodate in respect of relevant technical knowledge, legislation, regulations and best practice in order to provide accurate advice and ensure that planning, training and delivery takes these into account.

Greater Manchester Police have been informed of potential personal tax implications for members of the 1987 Police Pension Scheme, who retire and take a pension between the ages of 50 and 54 inclusive and then take up employment as a Police Staff member.

Members of the police pension scheme whose age is between 50 and 54 who are re-employed as a Police Staff member have to meet certain conditions to keep their PPA and to protect against personal tax liability charges on any payments paid before the age of 55.

One of those conditions is that a break of at least 1 month is required where the re-employment is 'materially different'.

However, if the role is not deemed to be 'materially different' then a 6 month break is required.
