The role

This could be the perfect time for you to join us in our Finance Department as a Finance Lead - Partnerships Projects and Capital Programme.


As the Finance Lead - Partnerships Projects and Capital Programme you will be responsible for the leadership, management, and delivery of finance as it relates to the Capital programme, provision of strategic financial advice to major projects and the lead for Financial Business Partnering to both the Chief Constable and the Police and Crime Commissioner.


You will support the Head of Finance and Senior Finance Team to ensure the delivery of a responsive, effective, and accurate financial management service across the Force, the Office of the Police and Crime Commissioner and identified partnerships.


What you'll do

  • You will provide leadership, direction and mentoring to the Financial Business Partnering, Force Projects and Capital Programme team through open communication, resource, and workload planning, defining roles and responsibilities.
  • Lead on the production, monitoring and reporting of the Capital Programme to ensure all projects and schemes are fully appraised.
  • Implement and drive the principals of good financial governance and the improvement of financial acumen across the Force and OPCC. You will lead on the setting of the team's aims and objectives and ensure that performance is monitored against these objectives using performance development tools and indicators in order to contribute to the effective functioning of the Force.
  • Oversee recruitment processes and actively promote a supportive environment focusing on the wellbeing of all staff.
  • Undertake horizon scanning to maintain specialist knowledge and understanding of relevant legislation, regulations, and governance. Identify opportunities and risks and use learning to continually drive improvements.
  • Proactively identify organisational learning opportunities, ensuring that any learning from the finance function is shared and acted upon to enhance the organisation.
  • To deputise for the Senior Finance Lead where required and to represent the Force at national, regional, and local meetings and forums to collaborate and share best practice through the development of effective strategic and professional relationships with internal and external stakeholders, including Chief Finance Officer and senior finance team.
  • Lead or attend key strategic board meetings and/or project groups to provide professional advice on the appropriate and effective use of financial resources, highlighting any risk to delivery of Force priorities and working with Board members to identify solutions to any issues raised.

What you'll bring

  • CCAB or overseas equivalent qualified with significant post qualification experience.
  • Theoretical and practical knowledge of financial planning and budget management.
  • Experience of understanding and planning for the delivery of all elements of an annual financial cycle.
