Job summary:
Navy Infrastructure is a 1* directorate within the 2* Director Naval Staff area.
Navy Infrastructure is led by the Deputy Director Infrastructure and as an organisation, enables Navy Command Operational, and Training Capability, its people and business outputs, and its performance therefore impacts the effective functioning of Navy Command.
Deputy Director Navy Infrastructure is the Infrastructure Lines Of Development (ILOD) lead across all Infrastructure functions (Projects, Equipment, Safety, and Capability) within Navy Command and is supported in this through a number of Deputy Heads of Infra (across the 3 Naval Bases, the Naval Estate, and HQ).
In terms of delivery, Navy Infrastructure is the Navy Command interface with the Defence Infrastructure Organisation (DIO), the team is responsible for the management and prioritisation of DIO resource across the Naval Bases, Oil Fuel Depots, Training, Naval Air Stations, Royal Marine, and Reserve estate, whilst ensuring that regulatory compliance is maintained.
This team delivers a prioritised, risk-based plan for Navy Infrastructure (new build, sustain, and maintain) and assures delivery on a property and Asset Management basis.

The Post Holder is responsible for:
Line Manager for the Naval HQ Delivery team, developing positive behaviours, and working relationships with all stakeholders. Ensuring an ethos of positive, continuous development, and mental support/ wellbeing is embodied across the whole Navy Infrastructure community.
Developing Infrastructure Requirements in conjunction with Capability Owners and Heads of Establishment, and as tasked by the Infrastructure Portfolio Management Office (IPMO), including Challenging the Requirement, Identification of Options, Analysing and Down-Selecting of Options, Developing the Preferred Option(s), Developing the Business Submissions, including Business Cases, Review Notes and Information Notes, in accordance with the Navy Command (and where necessary wider Defence) processes, procedures and templates, in order to deliver Projects, via Major Project Programme (MPP), Regional Delivery (RD), Reserves Forces and Cadets Association (RFCA), Adaptations etc.
Monitoring and reporting on the progress of projects against agreed timelines/milestones, working with DIO MPP to address/mitigate any delays, adjusting forecasts where necessary and updating the IPMO and Customer.
Working with DIO MPP, and their delivery partners in order to identify and develop continuous improvement opportunities to improve all aspects of service delivery across the Naval Estate enterprise.
Subject Matter Expert (SME) on all Major Projects, Equipment Programme (EP) ILOD Programmes, and Capability change to support the HQ Infrastructure Delivery and Asset Managers (IDAMs), IPMO, and Wider Naval Infrastructure enterprise (Navy Estate, Naval Base, Oil and Pipelines Agency (OPA), Defence Equipment&Support (DE&S), Submarine Delivery Agency (SDA) etc) and the DIO monthly battle-rhythm.
The lead for Equipment Plan (EP), Infrastructure Lines of Development (ILOD - through Director Development and Director Acquisition) across the Command, ensuring that all dashboards are maintained and updated, and providing feedback back into Navy Infra on actions or issues that require rectification and Senior support, through effective engagement at ILOD Management and Deliver/ Sub-Prog Boards.
Deputise for Deputy Head Navy Infra on Programme Boards as required.
