Job summary:


The Department for Business and Trade (DBT) sits at the heart of the United Kingdom's post-EU future and is responsible for securing UK and global prosperity by promoting and financing international trade and investment, and championing free trade.


The Tariffs, Imports, Professions and Strategy team leads on several high-profile areas, including developing the UK's domestic and multilateral tariff policy framework and implementation plans.

The team has a vital role in developing and delivering the UK's independent trade ambitions, sitting across the entire policy process from inception to implementation to operationalising at the UK border.


We are advertising for a Grade 7 to lead on the operational implementation of DBT tariff policy and ensure the successful digital delivery of the UK's independent tariff system.

This is a high-profile role leading and developing the UK's ability to operationalise all cross-Government tariff and trade policies.

This includes tariff policy for all Free Trade Agreements, trade remedies, disputes, Most Favoured Nation tariffs, suspensions, sanctions and import & export controls.

The role will require you to develop a strong grasp on technical trade issues, which will be under significant senior, Ministerial, Whitehall and industry scrutiny.

You will need to work collaboratively across DBT and across Whitehall, and build effective networks in particular with HMRC, HM Treasury and with Digital colleagues.


You will need to be able to positive working relationships with DBT policy teams, as well as with the digital team, as you work with Digital, Data and Technology (DDaT) colleagues who build and develop the Tariff Application Platform (TAP) digital product by leading your team's ownership and running of the Platform.

The TAP system holds 17,000 commodity codes and well over 100,000 tariff measures associated with various trade policy areas.


This role will require you to develop first rate expertise on tariff policy and be able to grow and develop your team's expertise both on tariff policy and how it is implemented.

You will also focus on building your team's operational capability, including governance, processes and training materials.

You will work with colleagues across Whitehall to set the vision and for the TAP digital product, including how to enhance its capabilities and use across the Department and HMG.


This is a business-critical role for the Department and provides an excellent opportunity to collaborate and work across DBT, and with other Government departments.

You will also need to provide positive and inspiring leadership to the Tariff Operations team.


Job description:

This is a stretching and exciting leadership role, combining policy knowledge, technical expertise and operational delivery. You will oversee a team of 5, with direct line management responsibilities for x2 SEOs.

1) Lead on establishing DBT's vision for the UK's tariff system, ensuring tariff and trade policy can be operationalised as efficiently and effectively as possible.

You will work closely with Digital colleagues in a product owner style role, owning the relationship with DDaT Digital team counterparts and feeding in requirements to assure delivery against your team's needs.

This will be in parallel with ensuring business-as-usual delivery of operations work continues;
2) Embed close working relationships with colleagues across DBT and Whitehall including HMRC, HM Treasury, Defra and the FCDO, to ensure the accurate delivery of high-profile policies including significant DBT priorities including the New Zealand and Australia FTAs, the UK's new developing country preference scheme and the UK's new business suspensions regime;
3) Represent the team and DBT as the expert on making operational tariff and trade policy and across Whitehall, providing authoritative advice to policy teams in policy briefings and submissions for senior officials and Ministers when required;
4) Leading, coaching, and enhancing trade capability for the Tariff Operations team. Pro-actively identifying policy, operational, legal and implementation overlaps in the tariff implementation and operations space. Providing effective line management and enabling the team to deliver high-quality work.
