Job Introduction

The West of England Mayoral Combined Authority is seeking to appoint a Head of Commercial who will create a new Commercial function and will lead the delivery of its major procurement programmes across the Combined Authority.

As Head of Commercial you will be accountable for delivering over £1bn of procurement projects and driving social value benefits and economic growth across the region.

Your key responsibilities in this role would be to ensure a focus on delivering the priorities of the Metro Mayor by:

  • Developing and implementing creative and innovative commercial and supply chain strategies to achieve the best outcomes across all the Combined Authorities funding streams.
  • Delivering demonstrable value for money through Procurement and Contract Management.
  • Providing advice and guidance to the CEO and Directors, on all of our major procurement and strategic contractual relationships, driving value for money at the heart of delivery programme.
  • Implementing a programme of commercial/cost management across its major infrastructure programme.
  • Leading on developing a region wide focus on collaborative procurement opportunities with other Unitary Authorities.
  • Developing and deliver the Social Value strategy and deliver through procurement and contracts.
  • Leading on negotiating contracts (specifically NEC4 contracts) and contract disputes on behalf of the Combined Authority.
  • Building and leading a skilled team of Procurement and Contract Management professionals.
Are you someone who has extensive commercial management experience in delivering large-scale infrastructure/transport projects in the UK, with in-depth knowledge of the legal, environmental, commercial and governance and assurance requirements required to deliver such projects?
