Description

Role Purpose

  • Support the effective development and regeneration of Harrow Council
  • Management of discrete research and policy development / drafting and projects, including management of consultants
  • Planning policy and research tasks that enable the successful preparation, examination and implementation / delivery of the Local Plan and associated Area Action Plans and Supplementary Planning Documents
  • The provision of specialist planning policy advice
  • Cross-Council working to deliver corporate objectives, including infrastructure funding and delivery
  • Ensure timely and meaningful engagement of other Council Divisions, elected members, statutory and nonstatutory bodies, developers and public stakeholders in the above processes

Main Duties

  • To interpret the implications of other service area activities and make them known within the Planning Service.
  • To be aware and act upon cross-service and corporate aims and procedures, contribute to initiatives which are intended to enhance service delivery, foster partnerships and liaison with external agencies and organisations, and attend working parties/meetings which pursue closer working arrangements, both within and outside the Council.
  • Networking, consultation and liaison with other Council staff and other organisations to seek appropriate alignment of Planning Policy with other Council policies.
  • To monitor the emergence of all new policy and programme initiatives by central Government and by the Mayor for London, to advise on these and where requested, to ensure that timely and effective representations are made on the Council's behalf.
  • To manage the preparation of evidence base research to support the development of planning policy and to contribute to making data and analyses widely accessible, and approachably presented.
  • To be aware of, and actively seek within the team, the observance of local and statutory procedures and good administrative practice in relation to the preparation and implementation of planning policy.

Essential

  • Knowledge of current Town and Country planning, practice, procedures and legislation, in one or more areas; within planning, enforcement, policy or development management.
  • Ability to demonstrate initiative in organising workload and establishing priorities for action, and to carry out the necessary work to the required quality within given deadlines in the context of a busy working environment.
  • Ability to obtain, record and process information in a manner which is technically, factually and grammatically accurate.
  • Ability to prepare accurate and detailed reports on planning policy research and to draft planning policy documents.
  • Ability to examine and assess information relating to planning policy and to present a balanced analysis of competing issues and to provide recommendations.

Qualifications
Planning Degree or equivalent qualification / experience accredited by the RTPI or equivalent body.irements'''

  • Bachelor's degree in public policy, political science, or a related field (Master's degree preferred)
  • Proven experience in policy development and implementation
  • Strong analytical skills with the ability to collect, organize, analyze, and disseminate significant amounts of information
  • Proficiency in ArcGIS, CAD, Revit, AutoCAD, Rhinoceros 3D, Adobe Creative Suite, and other relevant software tools
  • Excellent written and verbal communication skills for report writing and presentations
  • Strong project management skills with the ability to prioritize tasks and meet deadlines
  • Ability to work collaboratively with crossfunctional teams and external stakeholders
  • Knowledge of data analysis techniques and experience using data to inform policy decisions

£35.00-£40.00 per hour
