HR Consultant Role Profile

An exciting opportunity has arisen due to the retirement of the current post holder.

We are seeking a professionally qualified HR Consultant, ideally with experience of providing a statutory service to community based schools/nurseries and voluntary controlled schools, where the Local Authority is the end employer.

Depending on contractual hours, there will also be an opportunity to provide an HR Consultancy Service to departments of the council and contribute to policy development.


Knowledge of Education Legislation and DfE Guidance as well as Employment Legislation is a key element of the role, as well as a sound knowledge base of Teaching staff terms and conditions, as well as NJC Support staff terms and conditions, when and how these apply.

Statutory provision is varied and currently includes the following elements:

  • Responsible for the development and maintenance of Statutory and Contractual policies for schools, for both teaching staff and support staff. Including the drafting of the annual Teachers' Pay Policy and Centrally Employed Teachers Pay Policy.
  • Maintenance of recruitment templates for schools in line with DfE Guidance;
  • Responsible for producing Corporate and Legislative updates twice yearly to all Headteachers;
  • Representing the Local Authority at Governing Body dismissal and appeal Panels;
  • Responsible for the HR TUPE transfer process for Academisation.
  • Updating HR support pages on the relevant Web pages;
  • Liaison with the Local Government Association through SW Councils Education Personnel Officers Group, as well as being an active member of the group and attending quarterly meetings;
  • Liaison with Council internal departments and external support providers where required to ensure schools have complied with relevant Employment Legislation and Council/School policies when managing Statutory Redundancy and employee exit strategies.

Non Statutory Functions include:

  • Providing advice to Schools in relation to industrial action;
  • To be an active participant, providing HR Statutory School advice to senior managers in Council meetings where required;
  • To attend the Council's Headteacher meetings, as and when required.
