Job summary:


The Social Mobility Commission (SMC) is seeking a Policy, Government and Parliament Adviser to join our successful secretariat team on a permanent basis as soon as possible.

The Social Mobility Commission is a non-departmental public body that is sponsored by the Cabinet Office. We have a responsibility to monitor the Government's progress on social mobility, to improve and advocate social mobility.

The Policy, Government and Parliament Adviser reports to the G7 Head of Policy, Government and Parliament. This role combines strategic thinking and policy development.


The secretariat is made up of four teams: Evidence & Analysis; Policy, Government & Parliament; Stakeholder Management and External Affairs; and Operations, Coordination & Governance.


The jobholder will provide policy insight and expertise across a broad range of social mobility areas - families and early years, schools, higher and further education, the economy and labour market, and employment.


Job description:


The jobholder will:
- lead the development of SMC research reports, such as the annual State of the Nation report
- producing briefing requests and supporting events that relate to government and parliamentary processes

  • Horizon scan and scope new areas for research and policy partnerships
  • Working with other Secretariat members to shape and qualityassure the Commission's messaging where necessary, ensuring it is evidencebased.
  • Keeping the SMC's core script updated (this outlines our position on issues, as well as all recommendations made to date and a brief of the latest evidence in the area).

Person specification:


Essential Criteria

  • Strong policy skills, including ability to analyse and use evidence in support of decision making.
  • The ability to distil complex information and issues at pace into key messages.
  • Excellent oral and written communication skills, supported by a strong track record of briefings, reports, reviews.
  • Experience of leading or contributing to multiple pieces of work with (potentially) conflicting levels of priority and making sound decisions on prioritisation.
  • A good understanding of how to interpret evidence, operational considerations, legislative processes and political contexts to create policy recommendations.
  • Demonstrable experience scoping new areas for research and policy influence, and developing relationships with other government departments.
  • Demonstrable ability to take ownership of your own work. This would be seen through strong management skills, including the ability to lead, direct and motivate others through periods of rapid change and uncertainty and deputise where necessary.

Desirable Criteria

  • Policy skills specific to the core social mobility areas early years, schools, further and higher education, the economy and labour market, and employment. Understanding the links between the economy, enterprise and how this impacts social mobility is relatively new to the commission. Experience in these areas would be an asset.
  • Experience of quickly learning about new, and potentially complex, social mobility issues and building an understanding of how they fit either other linked work strands or projects.
  • Experience initiating and leading strategic partnerships with research/policy/academic institutions and thinktanks leading to tangible shared outputs and outcomes.
  • A good overview of the Levelling Up agenda and other highprofile UK Government priorities linked to social mobility.
