We are currently recruiting for a Talent Management Adviser to work on a temporary basis for Northamptonshire Police at their headquarters in Northampton.

You will be working Monday to Friday 37 hours a week.


PLEASE NOTE DUE TO POLICE VETTING YOU MUST HAVE BEEN RESIDING WITHIN THE UK CONTINUOUSLY FOR AT LEAST 3 YEARS.


Provide support to the HR Manager - Leadership and Organisational Development (OD) in the development, co-ordination and delivery of the Progressive People Development workstream of the People and Culture Plan and Talent Management Strategy.


MAIN RESPONSIBILITIES:


  • Be the first point of contact to provide support, advice and guidance on career development, and development opportunities/activities for the force both internally and externally with the College of Policing (COP) and other training providers. Support career development initiatives across the Force supporting local policing areas.
  • Coordination of senior promotion board processes for Chief Inspector through to Chief Officers. Liaising with executive support and workforce planning to ensure processes meet organisation needs.
  • Identify high quality solutions to support career development, talent management and succession planning which meets the organisation's current and future requirements.
  • Implement and develop processes to maximise the use of Talent Planning system to provide career pathways, assist workforce with appropriate development at all stages of their career and provide the organisation with a means of succession planning for future leaders and business critical roles.
  • Maintain and develop the PDR system to align to organisation priorities, values and leadership ethos to be able to effectively manage performance and all officers and staff clear on accountabilities and expectations.
  • Develop links with the positive action team and staff networks and stakeholders to actively encourage access to talent management and development pathways from underrepresented groups.
  • Produce Key Performance Indicator (KPI) data and reports for talent management activities. Track and monitor the Progressive People Development workbook for the People and Culture Strategy and prepare data for future assessments and board meetings.
  • To review, revise and update talent management related policies and procedures, providing advice and guidance on these to the organisation when required.
  • Assist the Senior Leadership and Management Development Trainer by facilitating events such as guest speaker days on longer leadership development programmes and focus groups for consultation on new programmes, evaluation purposes etc. Ensuring the groups are engaged, behaviours are managed and the events reach the agreed outcomes or objectives.
  • Conduct research and analysis in collaboration with other organisations and academic bodies to identify and capture good practice to inform HR Manager
  • Leadership and OD and integrate into talent management strategy and activities where appropriate. To assist in the implementation of new national guidance from the College of Policing such as revised senior promotion processes, guidance around use of PDR and Talent Management ensuring they are in line with national requirements and meet the needs of the organisation.
  • Attend regional and national networking events, meetings and conferences as required on behalf of the HR Manager
  • Leadership and OD to maintain links and relationships with other partner agencies and other forces and facilitate the sharing of best practice.

ESSENTIAL CRITERIA:


  • Associate member of CIPD and/or equivalent experience within a learning and development department of designing and implementing talent management processes in a large complex environment.
  • Sound analytical and problem solving skills along with the ability to make timely and balanced decisions, even under pressure, using relevant information effectively to offer practical ideas and innovative solutions.
  • An ability to work independently, assess priorities and required actions and react appropriately. Excellent planning and organisation skills with a high level of accuracy and attention to detail. Ability to deliver outcomes using a high level of computer literacy and ability to work to deadlines.
  • Experience of researching and analysing information and preparing written briefings and reports for organisational wide senior meetings which offer practical ideas and solutions to meet organisational needs.
  • Good interpersonal and communication skills and a proven ability of influencing others positively, building and maintaining good, productive working relationships at all levels, with internal and external stakeholders at all ranks and levels.
  • Highly motivated with the ability to work effectively as a team member with experience of developing positive working relationships with others and contributing to the ongoing development of talent management, career development and succession planning. Must be
