Background


His Majesty's Court and Tribunals Service is an agency of the MoJ and provides the supporting administration for the judiciary across England and Wales.

It delivers services to the public directly in court and tribunal buildings, remotely via business centres and some limited services via the internet.


The Reform Programme is a once in a generation opportunity to transform the entire HM Courts and Tribunals Service, enhancing the provision of a world-class justice system, in a manner that provides an improved user experience at reduced cost to the taxpayer.

The key purpose of the role is to

  • To advise and assist the Head of the Regional Support Unit and Delivery Director on security, health and safety and fire safety matters to ensure that the Region complies with HMCTS's operational requirements
  • To provide real time advice, support and guidance to Cluster Managers and their staff to enable compliance with HMCTS's security and safety policies and requirements.
  • To ensure that minimum security and safety standards are complied with and all areas of significant risk and vulnerability are brought to the attention of local management and escalated if appropriate
  • To monitor and promote all security and safety activities within the Region, including providing support for specific threats, risks and incidents.

Key responsibilities

Operations

  • Advise and support regional staff, Cluster Managers and their staff on security matters and, where appropriate identify, lead and review elements of security, including risks faced, threats received and management of operational security matters within your Region against the national framework.
  • Advise and support regional staff, Cluster Managers and their staff on fire safety matters and, where appropriate, identify, lead and review elements of fire safety, including risks faced and management of compliance with fire safety legislation within you Region.
  • Advise and support regional staff, Cluster Managers and their staff on health and safety matters and, where appropriate identify, lead and review elements of health and safety created by the undertakings of HMCTS, including risks faced and legislative compliance.
  • Provide input into national security, fire safety and health and safety policies and arrangements and ensure effective dissemination and monitoring of the implementation of businessrelevant guidance that supports the operational security and safety needs of HMCTS.
  • Support HMCTS Security and Safety at Regional level to ensure that appropriate assurances are incorporated into the Region's assurance framework and reported to the National HMCTS Security and Safety Committee.
  • Advise, support and where appropriate undertake incident and accident investigations of significant events which take place within the Region, producing lessons learned and providing the appropriate level of support to court staff to ensure future incidents are mitigated against
  • Monitor the Security and Safety performance of TFM providers and contractors in premises and work with HMCTS Property Directorate and Procurement and courts and tribunals to ensure compliance with HMCTS's security and safety policies and arrangements
  • Provide, where appropriate, and arrange/facilitate training on security and safety matters, including the delivery of the Fire and Incident Control Officers training, and maintain accurate, up to date records of trained officers throughout the Region.
