Senior Commissioning Officer

£300/Day - Negotiable DOE

Southwark, London

Akton Resourcing are looking for a Senior Commissioning Officer to work across All Age Disabilities.


About the Role:


To develop and implement robust governance arrangements for the department's commissioning activity, translating the commissioning intentions set out in the department's business and partnership plans into a programme of work for the commissioning team.

To lead the joint commissioning of services for children, adults and families, working with a range of partners across the statutory, private and voluntary sectors, including the NHS to develop robust, integrated commissioning structures and processes.

To build and maintain relationships and work co-operatively with relevant service managers, providers and officers from across the department and the Council to ensure that commissioned services meet the continuing and changing needs of children, adults andfamilies.


Responsibilities:


  • To develop strategic priorities and lead the work on the design and commissioning of services for children, adults and families, in order to improve quality, value for money and reflect national and local priorities.
  • To be responsible for the delivery of complex project plans, monitoring and managing progress and taking responsibility for problem solving; resolving issues to ensure individual projects and the wider commissioning programme remain on track to deliveron time and in budget.
  • To lead on specific commissioning projects that help shape and influence the provider market to deliver the departmental priorities, including the development of market management and development strategies to deliver greater choice and control for peoplewho use services.
  • To work closely with finance, procurement and legal officers to ensure procurement processes are timely, competitive, transparent and equitable.
  • To ensure that accurate and reliable data is collected and maintained on relevant business systems in the manner and frequency required.
  • To develop and maintain expert knowledge on relevant legislation, guidelines and government policy in relation to children, adults and families in order to support and develop effective collaboration with service managers from across the department.

Experience:


  • Detailed knowledge of current relevant legislation, statutory duties, responsibilities, and best practice in commissioning adult social care and children's services.
  • Knowledge and understanding of the Council and Department's objectives and goals to improve health and wellbeing for the local community, including more vulnerable children, adults and families.
  • Substantial successful experience of commissioning services for children, adults and families.
  • Experience of analysing and interpreting complex financial and performance data to inform the development of commissioning priorities, plans and procurement options.
  • Strong successful project management experience including accountability for the expenditure of significant budgets.
