The role will involve the management and delivery to:

  • Assist in developing the Major and Minor Capital Programme for the Trust taking account of Ministerial priorities and Trust Strategy.
  • To ensure all major construction projects deliver best value by working closely and managing external resources. Use available benchmarking criteria and scrutiny of market tested cost plans.
  • Be responsible for Business Case preparation with full regard to the Capital Investment Manual and current guidance including development of capital and revenue costings.
  • Monitor project expenditure against budget for multiple budgets including robust cost control and cash flow of project reporting and change management in construction activities.

This is an excellent opportunity to work in a forward-thinking Directorate delivering a role that offers very diverse requirements across a varied portfolio.


Working in a team, you will support the Head of Capital Services and the Capital Services Team with the financial management of the delivery of the major and minor block capital programme, minor works projects, delegated schemes, including the associated capital expenditure, budget management, contract management and the commissioning of consultant advice as specialists in cost management of projects.

The post operates with in policy guidelines and in accordance with standing financial orders and instructions of the Trust.


You will have:


  • Educated to degree in Quantity Surveying with relevant experience
  • Registered or working towards membership of a professional body, e.g. Chartered Surveyor.
  • Experience in capital construction project financial management
  • Managing financial development in multiple construction projects concurrently
  • Managing complex financial data associated with project and programme management
  • Full understanding of construction contracts including JCT and NEC suite
  • Construction and/or building services financial management
  • Knowledge of the capital investment planning process relating to P22/23 or other collaborative framework procurement
  • Procurement systems and frameworks
  • Strong interpersonal skills
  • Ability to build and maintain relationships across a range of services
  • Able to analyse complex financial information and place same in an operational context
  • Indepth knowledge of numerical and analytical skills including analysis of data for national returns and KPIs
  • Strong skills in financial ledgers and spreadsheets
  • Car driver is essential due to the extensive area of the Estate covered. There is an expectation that this post may travel anywhere within the Trust wide boundary.
