The Department for Business and Trade (DBT) sits at the heart of the United Kingdom's post-European Union future and is designing and implementing our future trade policy.

The department's officials have a rare opportunity to develop and deliver the UK's new independent trade policy, shaping the future of UK trade around the world

Two exciting SEO roles have become available in the Innovation team in Trade Policy Group. We lead the UK Government's world-leading trade policy approach to the treatment of innovation in Free Trade Agreements (FTAs).

We want to ensure FTAs capitalise on the significant benefits of innovation and remain fit for purpose as new technologies emerge and our trade relationships and economies grow.

We do this by pursuing 'innovation chapters' in FTAs with strategic partners. Alongside this, the team leads on developing positions for the implementation of FTAs, multilateral fora and broader bilateral engagement.

We also maintain a regular dialogue both with industry located domestically and internationally in key sectors, such as AI, blockchain, additive manufacturing, as well as on wider research and development.


The successful applicants will be Deputy Chapter Leads, playing a key direct role in live FTA negotiations as well as obtaining broader policy development skills by establishing our strategy for multilateral engagement and the implementation of FTAs.


The roles require a broad strategic understanding of the UK's overall objectives in trade agreements and an ability to work in a fast-paced environment to deliver the UK's next phase of negotiations with countries across the globe.

Job description:


  • Leading preparation for FTA negotiation rounds, including briefing, drafting and engaging with legal, partner countries, wider government colleagues in the UK and abroad and external stakeholders.
  • Leading sections of virtual or inperson negotiations on innovation.
  • Deputising for the Grade 7 Chapter Lead in negotiations and other bilateral work, where appropriate.
  • Leading sections of policy development work. This could include work on developing products to support negotiations such as research papers and monitoring and evaluation frameworks.
  • Supporting and leading sections of work on either the implementation of FTAs or our multilateral engagement strategy.
  • Potentially undertaking line management.
  • Undertaking stakeholder engagement with businesses, other government departments and within DBT.
  • Working in close partnership with other members of the team to develop a high performing, inclusive, and resilient team.

Person specification:


Essential Criteria

  • Excellent written and verbal communication skills.
  • Delivered work in a fastpaced environment, where there are competing pressures which require rigorous prioritisation.

Desirable Criteria

  • Experience of international or domestic negotiations.
  • Experience of working with legal text.
  • A good technical understanding of trade policy.
  • Relevant sector or other experience.

Personal Attributes & Skills


They will need to be able to deal with complex issues and draw logical conclusions from a wide range of evidence and be able to proactively drive forward their own work.

Experience or knowledge of trade policy, international or global development work, business, or negotiation is desirable but not essential. Training and development will be offered on this.

Some international travel is expected as a part of this role.


Hybrid working
Please be aware that this role can only be worked from within the UK and not overseas.


Informal hybrid working arrangements will be available as agreed with the vacancy manager and in line with the requirements of the role.


Most DBT employees will be working a hybrid pattern, spending 2-3 days a week (pro rata) in an office, on average.

If your office location is London, you will be eligible to receive London weighting.
