An exciting opportunity has arisen for an experienced Improvement Lead and strong leader to deliver a Joint Payroll Function across both Acute NHS Trusts in BNSSG (University Hospitals Bristol & Weston NHS Foundation Trust, and North Bristol NHS Trust).

You will have a working knowledge of payroll services and extensive knowledge of large-scale improvement. We are looking for someone who is politically astute and strategically aware to successfully oversee service reconfiguration and redesign.

It is essential that you demonstrate excellent negotiation and influencing skills and must be able to communicate effectively with staff at all levels across both organisations to deliver practical improvements whilst producing financially sustainable services.

You will need to be able to manage multiple stakeholders and generate improvement opportunities, using your experience to influence teams to work in new ways.


The postholder will be responsible for providing professional programme management expertise to develop a Joint Payroll Function across both Acute NHS Trusts in BNSSG (University Hospitals Bristol & Weston NHS Foundation Trust, and North Bristol NHS Trust) to ensure that the programme delivers in line with expectations.

The post holder will also be responsible for guiding others through the challenges of a service transformation project with complex stakeholder management.

  • Lead the development and implementation of a single payroll service across both hospital trusts, including the opportunity to expand the service offer more widely across the BNSSG ICS.
  • Clearly define the core priorities that need to be addressed and ensure that all improvement initiatives are aggregated into a coherent system wide plan.
  • Work with and support all related programmes to ensure interdependencies are identified and managed effectively.
  • Embed the principles of codesign into the delivery of clear, achievable plans with transparent and measurable outcomes.
  • Ensure standardised outcomes for both trusts, based on best practice and evidence.
  • Lead on service improvement initiatives, and act as a visible champion for change.
  • Promote cross system working and alignment to ensure a single joined up approach across BNSSG.
  • Work closely with the APC Corporate Board.
