Job summary:


Operational Finance Directorate is responsible for the Ministry of Defence's (MOD) financial strategy and its implementation, through development of skills and talent management as Head of Profession, delivery of effective and efficient processes and systems, and delivery of financial stewardship.

This role sits within the newly formed Finance and Commercial IS Enabled Change 'Journey to the Cloud' team.


The Government Shared Services Strategy (GSSS) has set the target for all Government departments to be on Cloud technology by 2025, allowing the Civil Service to deliver insight; continuously improve to drive down costs; develop accessible, intuitive and useful systems for civil servants; and innovate and embrace competition.

This is a unique and exciting opportunity to join the Finance and Commercial IS Enabled Business Change 'Cloud' team.

The team is tasked to deliver the move of the Finance & Commercial corporate systems from on premise to a cloud solution.


Simply put, Cloud computing services (storage, databases etc) is a general term used for IT services delivered over the internet and hosted off premises.

Which is a significant change for Ministry of Defence (MOD) with our Finance & Commercial systems held on MOD premises using ageing software.

The journey will result in these systems being hosted and kept up to date by a chosen vendor.

This will be achieved by enacting the Finance and Commercial Systems and MI Strategies which require delivery of 3 overarching Objectives to be delivered:

  • PEOPLE: Better experience for all users using intuitive systems that are easy to use.
  • PROCESS: Standardised processes and data to support interoperability.
  • SYSTEMS: Efficiency and value for Money; better systems and services which support productivity and seek to reduce costs.


The role will be working in the team responsible for looking at how MOD's ERP will be delivered in the Cloud.

Enterprise Resource Planning (ERP) is the software that is used for day-to-day management of an organisations business.

This includes procurement, paying supplier invoices, raising revenue invoices and chasing debt, managing Assets, managing projects and creating accounting to produce our Annual Accounts.

Job description:

The role is working in the Cloud ERP team


Focusing on the following:
Discovery and Assessment Phase

1) Support G6 and G7 in establishing the Success Criteria and support the Options Analysis to assess the options/vendors against User Requirements

2) Support the production of content for High Level Design (HLD) / Architectural Design Document (ADD) for your respective ERP activity area


This will entail:

  • Liaising with Vendor and/or EA support to understand Cloud product set
  • Support G7 in establishing what ERP Cloud solution will look like and assess against URs
  • Support G7 in establishing high level processes to support Cloud
  • Support other Cloud workstreams for other elements of HLD (such as MI & Data)
  • Ensure all programme products are produced in recognised Enterprise Architecture modelling format. Lead is SEO Architect lead + support from other SEOs
3) Provide ERP support to other J2C workstreams to assist in production of Target Operating Model (TOM) / Business Architecture Design (BAD)

4) Provide ERP support to assist in creation of Outline Business Case

Design & Implementation Phase

5) Continue to develop ERP design at a detailed level to support the creation of Detailed Design Document (DDD). By working closely with SI, vendor and relevant SMEs.


Person specification:


Essential:

  • Understanding of Finance Processes
  • Strong written and oral communication skills
  • Strong Collaboration skills and can work with others outside your immediate line management chain to achieve the desired outcomes

Desirable:

  • MOD
systems experience

  • MODs approval process (JSP 655)
  • Knowledge of Finance within Civil Service and/or MOD
  • Undertaking or has obtained professional finance qualifications such as AAT, CIMA, ACCA or CCAB.
