Description

The ICT Project Manager is a key interface with the Business, who provides end to end management of multiple technical and business related ICT projects.

In this role you will build and leverage strong relationships with the prime ICT outsourcing partner andthird party suppliers to manage and successfully deliver controlled projects into the organisation, ensuring that key business outcomes are achieved.


In this role, you will develop and present a business case, prioritised within the overall portfolio and pipeline of projects, deliver all phases of the project while remaining focused on the expected business benefits and outcomes.

You will ensure thatall project elements are considered including those beyond the technical delivery aspects eg commercial or legal considerations, user adoption, training and business transformation.


Purpose of Role


Ofcom's ICT has implemented a partnering strategy to deliver its services by outsourcing a number of activities, specifically around the technical support and operations.

Ofcom retains the overall management and accountability for Ofcom ICT services andworks collaboratively with its partners to deliver as a single ICT team to the Ofcom business.


The outsourcing strategy is driven by value for money, skills and know-how to deliver excellent user experience and maintain high levels of customer satisfaction.

This role sits within the ICT Programme Delivery team who are responsible for:

  • Delivery of Programmes and Projects
  • Administration of Programme delivery
  • Progress, pipeline and demand management of all ICT projects


This Project Manager role is focused on the delivery of further Workday modules to support our People & Transformation and Finance teams.

Ofcom are just launching Workday for core HR and Finance areas and are now planning the deployment of other modules.

The next of these will be performance and talent management.


In addition to the skills outlined below, the project manager should have prior experience of delivering ERP solutions, ideally Workday.

Alongside delivery of new modules, experience of how to refine and embed a new system in an organisation would be desirable.

The ICT Project Manager is accountable and responsible for aspects of the following key service process:

Project Management:

SFIA Code: PRMG; SFIA Level - Takes full responsibility for the definition, approach, facilitation and satisfactory completion of medium-scale projects (typically with direct business impact and firm deadlines).


  • Identifies, assesses and manages risks to the success of the project. Ensures that realistic project plans are maintained and ensures regular and accurate communication to stakeholders.
  • Adopts appropriate project management methods and tools whether predictive (plandriven) approaches or adaptive (iterative/agile) approaches.
  • Ensures Quality reviews occur on schedule and according to procedures.

Business Change Implementation:

Benefits Management:

SFIA Code: BENM; SFIA Level - Identifies specific measures and mechanisms by which benefits can be measured, and plans to activate these mechanisms at the required time.


  • Monitors benefits against what was predicted in the business case and ensures that all participants are informed and involved throughout the change programme and fully prepared to exploit the new operational business environment once it is in place.
  • Supports operational managers to ensure that all plans, work packages and deliverables are aligned to the expected benefits and leads activities required in the realisation of the benefits of each part of the change programme.

  • Ensures that senior management is both aware of and able to provide the required resources.
  • Facilitates availability and optimum utilisation of resources.
  • Monitors and reports on the progress of development projects, ensuring that projects are carried out in accordance with agreed architectures, standards, methods and procedures (including secure software development).
  • Develops road maps to communicate future development activity.

  • Maintains, publicises and promotes catalogue of learning and development activities.

Experience, skills and knowledge

  • Experience of managing projects on behalf of the Customer, rather than the development / supplier organisation
  • Experience of Waterfall and Agile delivery
  • Experience of managing suppliers, ICT and business resources in the delivery of ICT projects
  • Experience of implementing Cloud and SaaS solutions
