Job description:


The Matrix Programme is a transformation initiative involving the Cabinet Office, Department for Business Energy and Industrial Strategy, Department for Culture Media and Sport, Department for Education, Department for Health and Social Care, Department for International Trade, Attorney's General Office, and HM Treasury.


It is a unique cross-government collaboration that will unlock simpler, better, and more joined up working by bringing together the systems, processes, and ways of working for key government functions such as HR, Finance and Procurement, commonly known as Shared Services.

The Programme is part of the Shared Services Team, a fantastic team enthusiastic about improving the existing shared services experience for BEIS and its partners whilst working to deliver the strategic objectives of the new Government Shared Services Strategy

We will deliver the Government's three overarching objectives for shared services:

  • Better experience for all users - intuitive systems that are easy to use and mobile-enabled.
  • Efficiency and value for money - better systems and services which support productivity and seek to reduce costs.
  • Standardised processes and data - support interoperability, making it easier to understand and compare corporate data.

Person specification:


The PMO role provides experience, support and insight to the programme leadership team and acts as the source of all project information and metrics.

You will have a confirmed background in PPM methods with an eye for detail to make sure things happen when needed.

You will need excellent interpersonal skills for presenting updates to different audiences.

Monitoring - manage project/programme controls, reporting to different stakeholders about project/programme statuses. Manage effective transitions between phases of the projects/programme.


Governance - Work with senior roles to draft board agendas, keep log of board decisions and owners, work with decision owners to provide report updates, analysis of data and presentation at various Matrix boards.

Ensure appropriate governance arrangements for effective running of the Programme, with escalation routes and accountabilities made clear.

Planning - Ensure systems are in place to enable effective planning.

Reporting - Ensure corporate reporting requirements are met.

Ensure the programme reporting process feeds into key Boards, working with workstream leads and project managers and the Reporting Lead within the Programme Management office.

Admin - Programme Resourcing/Recruitment and onboarding (i.e., planning, IT requests, staff passes, etc)

Ownership and control of the Project Library and repositories providing access and organisation to project documentation and products

  • Effective communication and engagement skills the PMO supports a wide range of activities, building and maintaining relationships with colleagues at all levels, offering constructive challenge when required.
