Job summary:
His Majesty's Naval Base Clyde (HMNB Clyde) is home to the United Kingdom's Strategic Nuclear Deterrent, Astute Class Attack Submarines, First Mine Counter Measure Squadron and 43 Cdo Royal Marines.
It is an operational support and maintenance base, within the Navy Command TLB and comprises both Faslane and Coulport sites.
HMNB Clyde's primary purpose is to provide engineering and logístical support to the Royal Navy in maintaining Continuous at Sea Deterrent (CASD).
This is achieved by ensuring at least one Vanguard Class submarine is on patrol at sea every day of the year.
RNAD Coulport is responsible for the storage, processing, maintenance and issue of the Trident Weapon System and the ammunitioning of all submarine-embarked tactical weapons.
Job description:
The Deputy Visits Liaison Officer (DVLO) supports the Visits Liaison Officer (VLO) to complete the plot of Very Important Person (VIP) Visits tasked to the VLO.
The DVLO will be responsible for those visits at 2-3* level and build final programmes from the initial bespoke outline drafted by the VLO utilising the guidance contained within the VIP Visits DIN for requesting a visit to Clyde.
The DVLO will liaise with the VLO to review the development of each programme, raising any queries which the VLO needs to raise with the Base 1 Stars.
The DVLO will provide assistance to the VLO to deliver 4* and above V/VIP visits ensuring the extra supporting elements of this level of visit, e.g.
Key DVLO Objectives:
- Compile the weekly VIP Visits Longcast which details all forthcoming VIP visits ensuring they protect the details of those visits or events where a protected person will be in attendance until they can be released.
- Maintain a spreadsheet of data on VIP visits which allows a breakdown of how many visits conducted, units involved, etc to enable this data to be used by seniors as they wish.
- Quality check the supporting arrangements for every visit such as transport bookings, wardroom reservations and raising VIP Passes completed by the Assistant Visits Liaison Officer (AVLO).
- Audit the stock of VIP passes held locally ensuring they are accounted for, raising any issues directly to Base Security.
- Ensure that any equipment deficiencies the Team has to support visit elements and/or the daytoday provisions needed to ensure the Team remains fully functioning are addressed when raised by the AVLO or emergent requirements for a particular visit.
- Assume the role of VLO in the VLO's absence.
- Line Management responsibility for one Assistant Visits Liaison Officer (Administrative Officer level).
Key DVLO Responsibilities:
- From the bespoke initial outlines for visits provided by the VLO, construct and host all 23 Star visits.
- Ensure each 23 Star VIP visit is correctly supported by the essential seniors, units and support mechanisms (transport, security, dining etc).
- Assist VLO in managing larger Base events (e.g. Commissioning Ceremonies, anniversaries etc) ensuring all essential elements for the VIP guests are in place and the VIPs are hosted appropriately.
- Oversee Team Sharepoint and Multiuser sites ensuring they are up to date and fit for purpose, raising any concerns immediately.
- Audit the stock of VIP Passes, ensuring all passes are accounted for.
- Line manage the AVLO ensuring they are supported, empowered and trained to undertake their role.
Person specification:
The Visits Liaison Team co-ordinates and hosts all VIP visits (2*/Rear Admiral and above) to HMNB Clyde ensuring that the VIPs objectives for the visit are met alongside the Base's ability to support and meet its own objectives.
The post holder will have a major impact in promoting a positive image of HMNB Clyde to VIP visitors and so must maintain an appropriate and professional standard of appearance, attitude, and confidentiality.
