Connect2Luton are excited to recruit a Development and Improvement Officer on behalf of Luton Borough Council within their Luton Safeguarding Adults and Children's Board department


Main purpose of position:

To support the strategic manager and unit in ensuring the effective management of the Boards priorities. To deputise for the strategic manager as required.

To take the lead on the development and improvement functions of the Boards, thereby ensuring thatthe Boards complies with its statutory responsibilities, meets its regulatory standards and reaches its aspiration to achieve an excellent Ofsted inspection.


As aDevelopment and Improvement Officer, youwill be responsible to:

  • To support the work of the LSCB/ SAB in undertaking its various functions through supporting the Board and sub groups
  • To signpost organisations / professionals / public to advice/ information on effective safeguarding for adults and children
  • Deputise for the Strategic Manager as and when required to ensure that the management function of the Board is fully supported
  • To support the unit in the coordination and management of local child safeguarding practice reviews; safeguarding adult reviews and learning reviews.
  • To lead on development of briefings based on the learning from SARS etc. and ensure the wider dissemination of lessons learnt.
  • To lead on the undertaking of multiagency audits
  • To make recommendations to address practice and procedural issues to the respective Board
  • To work with the Pan Beds Policy and Practice guidance groups in the maintenance and development of up to date Inter-Agency Safeguarding Procedures
  • To lead on specific projects identified within the Boards business plans
  • To support statutory agencies and the private and voluntary sector to produce policies and procedures which are compliant with legislation,LSCB Inter-Agency Safeguarding Procedures and best practice guidance
  • To support the unit in the development and maintenance of the website
  • To identify contemporary developments within the research literature and the national policy agenda and produce succinct briefings for the Board members

Skills and Experience:


  • Experience of interagency networks and of working collaboratively with other professional disciplines
  • Knowledge of safeguarding law, guidance for children or adults
  • Knowledge of collaborative arrangements for safeguarding in either children or adults
  • A working knowledge of the Inter-Agency Safeguarding Procedures
  • Ability to analyse a variety of data from different sources to determine trends for decision making
  • An ability to communicate effectively orally and in writing with a variety of audiences i.e. public, professionals, senior staff etc
  • Excellent interpersonal skills, including the ability to relate with young people and their families
  • Be able to demonstrate equal opportunities, ant discriminatory practice and to optimising the views of children and vulnerable adults
  • Willing to be flexible to adjust working arrangements with notice, to meet changing demands and priorities
  • Ability to travel to meetings and sites across the Borough on a daily basis
