Experienced energy policy specialist with over 6 years of expertise leading stakeholder engagement, energy market regulation and policy development to achieve carbon neutrality by 2050. Combining a background as electrical engineer with strategic policy design, I promoted evidence-based policymaking at the Chilean Ministry of Energy, integrating my trajectory as analyst in energy markets and regulation. As interim Head of Monitoring and Regulation of Electric Markets I led the technical design and legislative negotiation for 3 fundamental bills for energy transition, represented Chile in regional energy interconnection within Latin America, developed national energy security strategies, designed the national roadmap for decarbonization by 2030, and crafted & promoted the first energy market reports published by the Government, using my advanced knowledge in quantitative analyses, shaping critical reviews even during periods of crises (COVID, Ukraine conflict, climate crisis) bringing certainty to several national and international stakeholders. During the last year, I studied a Master of Public Policy in Oxford, focusing on evidence-based policymaking, international cooperation, multilateral negotiations and partnerships, economics and international law.

I have over 6 years or experience as energy systems and strategy specialist, working in public and private sector, driving market regulation, decarbonization, and policy innovation at national level. Former interim Head of Electric Markets at Chile’s Ministry of Energy, leading legislative design (over 3 energy bills in the last 4 years, 1 national decarbonisation strategy and several technical standards), energy security strategies, and regional integration. Combines an engineering background with expertise in quantitative modelling, regulation, and stakeholder management to deliver evidence-based strategies and guide complex energy transitions.

Electrical Engineer, University of Chile, with mayor degree in energy systems and renewable energies, with advanced training in green hydrogen, emissions trading systems, and quantitative energy system modelling.
