The starting salary for this position is £46,634 per annum based on a 36 hour working week.

Within the Children, Families and Lifelong Learning directorate there are a number of teams delivering high quality training to staff and partners in order to improve outcomes for children, young people and families.

We are really proud of our full trainingoffer, which is organised by the Surrey Children's Services Academy (SCSA).

Several courses are delivered by our User Voice and Participation team, who run a range of award-winning training that puts adults in the shoes of young people.


We now want to build on this success, developing a business plan which enables us to work with an increasing number of external organisations.

We are ambitious in our desire to develop and grow this offer further, and
this is where you come in


As Commercial Development Manager, you will oversee the development of sustainable, externally facing training packages which seek to maximise income generation in order to improve outcomes for children and families.

You will work closely with the User Voiceand Participation team and the Academy team to review and enhance our offer and to develop a sustainable business model for future growth.


You will be responsible for managing this programme of work, including line managing a project officer who will also be focused full-time on this programme.

Your experience, commercial mindset and ability to research and understand the market will informthe training programme and enable you to recommend suitable charging structures and models of delivery.


You will have the proven ability to build and maintain strong relationships with potential and current stakeholders and will act as the main point of contact for all enquiries, providing offers that meet learning needs, supplying competitive quotes and conductingevaluations.


Throughout your time in this role, you will be expected to consider how our offer would translate into the private sector, develop a marketing strategy and make a final review and recommendation of whether there is scope to launch this offer externally andthe implications of this.


Although this is a 12-month fixed term contract, there is a possibility that this may be extended depending on the viability of the business model and the specific role required to oversee its successful rollout.


  • Commercial / social enterprise background with a good understanding of income generation
  • Strong communicator with excellent negotiation and influencing skills
  • Proven ability to interpret and analyse information and formulate and present reports and recommendations
  • Ability to build strong working relationships and credibility with multiple stakeholders
  • Excellent organisational, project management and planning skills and experience of delivering effective commercial programmes

At Surrey we fully support
agile working, where staff work in the place that is best suited for the tasks that day.

In this team, it usually means being in the office on average one day a week for team collaboration but there is no hardand fast rule.

The office base is currently Quadrant Court in Woking, but we occasionally meet in other offices in Surrey.

This role might also involve travel to meet with potential clients and partners elsewhere in the UK, although we anticipate most communicationwill happen virtually.
