JOB SUMMARY:


To provide comprehensive advice and guidance to private sector tenants, RSL tenants and leaseholders directed at resolving landlord disputes, disrepair issues, rent problems, security of tenure issues and service charge issues.

To expressly protecting occupancy rights and preventing homelessness.

To ensure customers receive, either directly or through referral to relevant teams/agencies, appropriate advice on their options.

To ensure that all enquiries and cases are progressed speedily and efficiently and that all set targets are achieved.


To ensure excellent customer service standards are maintained for all client groups and contribute to year on year improvement of those standards.


ROLE REQUIREMENTS:

1.

To conduct housing advice interviews with local private sector residents focussing on preventing homelessness and giving good quality advice on the


potential avenues to resolve problems and on housing choices available so that customers can make informed decisions about their options.

2.


Completion of Needs Assessment and Personalised Housing Plans and issuing Section 148 notices and correspondence in line with Homelessness Reduction Act 2017.

To advise on all matters relating to landlord and tenant disputes and to negotiate with landlords to prevent homelessness and provide practical assistance to help

customers remain in their accommodation or move to alternative accommodation thereby preventing homelessness

4.

To provide good quality advice, information and assistance through face-to-face interviews, home visits, by telephone and by correspondence within a casework


based customer care framework, ensuring all deadlines are met and appropriate referrals are made to other agencies to properly progress the case.

5.

To provide the above through a detailed knowledge of housing legislation and case law including landlord obligations and a good knowledge of welfare benefits and rights

6.

To liaise with other agencies to gather all relevant information about each case

7.


To investigate claims of harassment and illegal eviction liaising with the police and other agencies, conducting interviews under PACE and taking statements for the determination of the appropriateness of prosecution.

To contribute in the development and delivery of council plans and strategies so that targets and performance requirements are met.

10.


To effectively communicate the Council's duties and policies to customers and partner organisations directly, in writing and through customer information.

11.


To promote the Councils rent deposit scheme and to actively assist customers in seeking and securing accommodation in the private sector.

12.


To develop and share a comprehensive network of contacts across the public, private and voluntary sectors to improve partnership working.

13.


To ensure that all contact with customers and other organisations is fully recorded and where possible confirm advice given in writing.

14.

To ensure all housing advice case work is clearly and appropriately documented.

To record data and statistical information accurately and on time.

To make recommendations to the Team Manager for use of the Homelessness Prevention Fund, Rent Deposit or Bond scheme or other related direct financial

assistance where such would prevent homelessness

18.

To promote the landlord accreditation scheme and the Landlords Forum.

19.

To undertake all duties with due regard to Health & Safety legislation. To ensure all necessary risk assessments are undertaken, maintained, and reviewed.
