What you'll work on


The East Sussex Rough Sleeping Initiave (RSI) is a county-wide programme, bringing together housing, health, mental health, social care, substance dependency and social care specilaists working collaboratively to end rough sleeping.

An accommodation pathway for rough sleepers has been commissioned, alongside dedicated outreach and move on support services. A multi-agency board has recently been formed, which is responsible for the performance management of the programme.


This role will provide leadership for the programme and manage the day-to-day running of all RSI activities, to make the best use of capacity and resources.

The post-holder will work closely with senior leaders and operational teams from a range of cross-sector organisations to continue to strengthen links between the RSI and partner services.


The role will be managed by a Head of Housing, on behalf of all five housing authorities in East Sussex.


What you'll achieve

  • The post-holder will be responsible for the day-to-day management of the programme. Proactively managing risks and issues to ensure the best use of capacity and resources to support people who are rough sleeping.
  • Identifying and managing the dependencies and interfaces between the programme and partner services.
  • Overall responsibility for the financial performance of the programme and ensuring activities are delivered to budget. Identify resources and resource gaps for activities, where appropriate.
  • Facilitating a lead professional approach to caseload management across the multi-disciplinary team and ensuring a holistic approach to service delivery.
  • To work collaboratively with managers across housing, health, mental health, social care and substance dependency services to ensure appropriate professional supervision arrangements are in place for each member of the team and to jointly set objectives and manage performance.
  • Support the Data and Contracts Manager with ongoing negotiations and service development. Ensure the delivery of new services and activities are of the requisite quality, on time, within budget and deliver the projected benefits.
  • Provide oversight of Safeguarding matters, working closely with partner agencies to ensure these issues are identified and reported effectively and inline with organisational policies.
  • Proactively monitoring progress, initiating action or corrective action where required.
  • Represent the RSI at a range of strategic and operational forums.
  • Continue to develop governance structures and reporting mechanisms to ensure that the programme of work is communicated and managed and ensure issues are escalated in a timely and appropriate manner and facilitate links between other programmes of work.
  • Manage communications with all stakeholders.
  • Maintain motivation across all services and ensure momentum across the programme.

Who we're looking for

  • Strong leadership skills and interpersonal skills with the ability to influence, negotiate with, and inspire a diverse range of partners including senior managers.
  • Strategiclevel experience in homelessness or rough sleeping services and/or health and/or social care services and/or relevant organisations.
  • Commitment to improving outcomes and services for rough sleepers.
  • An effective people manager, able to manage staff performance, coordinate projects, support staff development and motivate individuals.
  • Ability to work holistically across all organisations in East Sussex in a fair and consistent way.
  • High level of personal resilience and ability to balance housingrelated needs alongside the views of multiple professionals and organisations.
  • Experience of creating strong partnerships and innovative ways of working with others.
  • Demonstrable project management at a strategic level, and effective performance and financial monitoring skills.
  • Demonstrable IT skills across all Microsoft Packages.
  • Corporate and political awareness and the ability to think strategically in a political environment.
  • Excellent verbal and written communication skills and ability to present complex information confidently to a range of audiences.
  • Ability to translate policy into workable solutions, devising and implementing new service initiatives and efficiencies.
  • Experience of managing change and delivering solutions.
  • Results driven.
