Job Profile

The International Programme Funding Officer (IPFO) works closely with programme and funding colleagues to develop high-quality programmes and projects that enable CAFOD and its partners to maximise income from institutional donors.

Through this work s/he helps extend the reach and impact of CAFOD's programmes in delivering positive and lasting change for some of the world's poorest communities.

The role has cross organizational responsibilities for supporting our approach to engaging with specific new donors and innovative funding sources in a coherent way that is aligned with corporate goals.

This may involve leading pieces of work to assist us in defining parameters and identifying processes we need to consider when we approach new funding sources.

The IPFO is based within the Integrated Funding and Business Innovation Team (IFBI).

S/he leads on establishing, maintaining and strengthening relationships with a number of key global and/or UK-based donors; developing and driving donor funding engagement strategies; leading on proposal development and contract management; and identifying new funding opportunities and fostering innovation and shared learning among colleagues and partners, including through the Institutional Funding Community of Practice.

Donor lead responsibilities with a specific focus on donors with cross organisational strategic potential are a component of this role; the post-holder will hold and develop expertise on a portfolio of allocated donors.

These will be reviewed regularly, although at present include Government donors (such as US Government, Dutch Government, Swedish Government, etc), and Island donors (Jersey, Guernsey, Isle of Man).

S/he works with IFBI colleagues, as well as with programme staff, thematic advisers and colleagues in the Finance, Fundraising and Advocacy and Education Groups, to help build CAFOD's reputation and grow income across an agreed donor portfolio.

The post-holder is expected to undertake some international travel to support overseas teams and partners with proposal development and contract management activities, most likely within African regions, as well as to meet with key donors and/or collaborate with INGOs and sister agencies within the Caritas Internationalis confederation.

The post-holder reports to the International Programme Funding Manager with a dotted line relationship with the Head of Programme Funding and Innovation.

S/he is not a budget holder but may carry out some supervision tasks for other staff members, consultants or volunteers.


Key Responsibilities

Donor engagement, proposal development and contract management (50%)

  • Act as CAFOD's donor lead for allocated donors (see above). In collaboration with programme and funding colleagues and in line with CAFOD's Institutional Funding Strategy, support the development and coordination of cross organisational donor funding engagement strategies and drive their implementation across CAFOD with other key stakeholders. This may include coordinating internal project selection processes.
  • Support or lead on corporate, regional or multicountry programme funding opportunities, including proposal development.
  • Support or lead CAFOD's engagement with specific multiyear funding frameworks
  • Represent CAFOD externally with agreed priority donors, leading on strategic relationship management in liaison with programme and funding colleagues; this includes attending relevant external fora and leading on the management and review of donor registration processes and/or framework agreements where required.
  • Support colleagues to develop high quality programmes and projects by providing donorspecific technical and compliance advice, working collaboratively to increase the quality of funding bids and contract management.
  • Where appropriate, lead on the preparation and submission of reports and on contract management, including the preparation, review and timely submission of financial and narrative reports and facilitating external evaluations.
  • Work closely with Finance, the International Operations team, and other colleagues to ensure CAFOD's business systems and processes satisfy specific donor requirements, including on financial and supply chain management, document retention, audit, transparency and accountability.
  • When required, participate in responses to surge requests from International Development or Emergency Response Groups; this may include temporary changes to contract portfolios and workplan priorities.

Shared learning, new opportunities and innovation (25%)
