Are you a person who has knowledge of the legal and political framework within which local government operates, experience managing or leading governance, democratic and scrutiny in accordance with statutory regulations, and who focuses on delivery at all times?


This is a thrilling and defining opportunity to join the Newham Scrutiny team, as Newham is a unique municipality with a directly elected mayor.

Newham is a young and diverse borough with a population of 351,000 and over 100 distinct languages spoken as well as being the city's fastest-growing region.

About the Service

Following a complete restructure of the Corporate Centre for the London Borough of Newham, the Scrutiny team is undergoing a transformative journey to improve governance and oversight functions across the council to make it ready to support the delivery of the Building a Fairer Newham Corporate Plan

About the Role


This role provides leadership, vision and executive support to the Council's Scrutiny function and the post holder will act as the Council's advisor on matters relating to Scrutiny and Governance.


The post holder will work with Members, Chief Officers and stakeholders to develop an excellent Scrutiny Function in Newham, maximising public accountability and engagement and therefore, contributing to developing better policy and public services.


The post holder will ensure that the Scrutiny function is robust and able to challenge the policies and practices of the authority, whilst remaining an integral party of the Council's political management process and will manage the Scrutiny team.

The post holder will also establish and maintain good relationships with stakeholders, officers within the Council, partner organisations and external stakeholders, as well as contacts and relationships with expert witnesses to support the Scrutiny function

The London Borough of Newham is located only 5 miles east of London. It is well positioned with access to all major networks in London and the south east. It is well connected by public transport with, bus, tube and DLR.

When the Crossrail service opens it will call at Custom House close to our council offices and also Stratford station and from there to central London.

The London City Airport which serves major European cities is located at Royal Albert Dock. Newham has the youngest overall population in the country.

It was one of the six host boroughs for the 2012 Summer Olympics and contains most of the Olympic Park including the London Stadium.

It has a thriving arts quarter with the Theatre Royal Stratford East offering excellent entertainment for all the family.

There is the University of East London which has two campuses in Newham, one in Stratford and another next to the regenerated Royal Albert Dock.

It also has a large Westfield shopping Centre in Stratford which has all the major retailers there.- Newham has a large housing regeneration programme that will build over 1,000 new council homes by 2022.
