Description
The Royal Orthopaedic Hospital NHS Foundation Trust is seeking to appoint a resourceful, enthusiastic, and motivated Emergency Planning/Sustainability Officer.


The Estates Department provides a comprehensive range of technical expertise including maintenance and project management services together with Health & Safety Advice.

The department plays a key role in driving the sustainability agenda, working towards the NHS net zero target.


To provide advice/support to the Deputy Director of Delivery on Emergency Planning and Business Continuity to ensure the Trust's duties within the Civil Contingencies Act 2004 are met.

To support the development of the Trust's Green Plan and take the lead on sustainability elements within the plan.


Promote and co-ordinate the integration of sustainability issues into Trust Policies and promotion schemes to staff, patients, and contractors (For instance, energy saving, sustainable travel).


To support the delivery of the Trust's Incident Response, CBRN, emergency preparedness, business continuity and resilience planning functions and support the enhancement of resilience across the Trust.


To work with the Health and Safety Advisor to ensure we have a resilient emergency planning service and deputise as required.

MAIN DUTIES AND RESPONSIBILITIES
Emergency Planning


The postholder will:


  • Assist the Trust in achieving national, regional, and local emergency planning objectives.
  • Assist in the development and updating of emergency plans.
  • Ensure departmental/ward Emergency Planning Business Continuity Plans and action cards are reviewed and updated regularly as necessary.
  • Undertake a range of emergency preparedness activities including hazard identification, risk assessment, emergency planning, training, and exercising.
  • Support the development of emergency preparedness and organisational resilience across the Trust including the implementation of new policies and guidance.
  • Attending and contributing to local and regional multiagency partnership meetings, representing the Trust where appropriate.
  • Work flexibly to support the Trust's emergency response activities including providing support to the 'oncall team' during activation of the Incident Response Plan.
  • Contribute to the review and maintenance of internal emergency response arrangements including operational procedures designed to support the Trust's emergency response.
  • Assess and evaluate levels of emergency preparedness and resilience within the Trust with reference to statutory requirements, guidance, best practice, and lessons learnt.
  • Implement emergency planning and response training and exercising across the Trust.
  • Assist in the process of Trust assurance inspections and audits for emergency preparedness and organisational resilience.
  • Work with colleagues to ensure that a culture of resilience is embedded within the organisation at all levels.
Sustainability/Travel Planning


The postholder will:


  • Work with colleagues to improve energy efficiency, consumption, and carbon emissions.
  • Assist in the implementation of the sustainability programme including communications and engagement.
  • Communicate with all departments on sustainability matters and attend meetings.
  • Acts as a point of contact on sustainability issues across the Trust.
  • Maintain electronic sustainability files and associated records.
  • Attend sustainability training workshops.
  • Work proactively with senior managers, staff, and Unions to raise awareness.
  • Develop the ROH Travel Plan, to include:
  • Manage the implementation of the Travel Plan.
  • Liaison with senior management to secure support and funding for the plan.
  • Setting up and coordinating working groups.
