Description

The role of the Finance Business Partner for Capital Programme will provide detailed support on all financial matters relating to the Capital Programme and major schemes within it.

This is a pivotal role in the development and delivery of the Trust's annual and multi-year capital plans.


As a member of the Senior Finance Team the role will also actively contribute to the ongoing development of the Finance Function including our commitment to celebrate our people and inspire development.


The post holder will enjoy playing a highly visible role concurrent with the growing influence and reputation of the Finance department.


The post holder will lead all aspects of the Capital Programme including the development and maintaining the investment case consideration process, supporting Investment Management Group, improving capital scheme reporting, consolidating multi-year capital planning, undertaking post-project evaluation and acting as the Project Accountant on a range of major schemes, including Hinchingbrooke and Stamford Hospital redevelopments and the Digital Strategy.


As a member of the senior finance team the post holder will be a role model for the team in how to provide a customer focused, high quality service to managers, clinicians and directors across the Trust.


For capital, lead and be the Trust's expert in all aspects of capital accounting, ensuring adherence to current accounting standards and policies, implementing changes to these policies where necessary.


Working with the CFO and Deputy CFO, responsible for the development, co-ordination and reporting of the Trust's annual and multiyear programme to the level determined by the Trust Board.


Working with leads in Estates, Digital and Clinical Divisions to establish multiyear replacement schedules for equipment and IT infrastructure and systems and building fabric maintenance and refresh.

Develop monthly reporting at scheme level to show progress against budgeted cost at the requisite level of detail for the complexity of the scheme, including recognition of costs for work done not yet invoiced on significant building works.

Develop reporting at scheme level to provide useful and relevant financial information to project managers.

Develop the Investment Case process with a clear register of 'live' cases, the stage of development and consideration/approval. Liaison with submitting managers with regards to requirements.


Own and review the investment case template, ensuring it meets the needs of decision makers and any external bodies that may also need to approve cases.

This should include revenue consequences, procurement route, project structure, project plan, cash flow and benefits realisation/post-project evaluation are included, commensurate with the complexity of the scheme.

Provide summary information/briefing on key/complex cases for IMG members.


Work with submitting managers prior to submission to ensure that cases are of the requisite quality as far as possible when they come to IMG.
