Introduction
The HR Advice Services (HRAS) are responsible for supporting line managers in employment related matters. They help line managers to deliver excellent people management using the House's HR policies and procedures.

They work closely with other teams in HR, particularly HR Business Partners, Members' HR Advice Service, HR Policy and Parliamentary Health and Wellbeing, to ensure a joined up operational service that enables delivery of a thriving parliamentary democracy, as well as seeking to add value to the work of the House by engaging with and building a good relationship with Members.

The team is also a source of information for staff about conditions of service, policies and procedures in the Staff Handbook.


The Role
HR Advisers work with colleagues in HRAS and the wider PACT team to enable line managers to take on their full people management responsibilities by advising and supporting on all aspects of employee relations and other projects as they arise

Some of the responsibilities for this role include:

  • Providing information about HR policies and procedures to staff as appropriate
  • Managing employee relations cases at all stages, including liaising with the Office of the Speaker's Counsel as required
  • Support the development and maintenance of a performance management culture within the House.
  • Works with other teams within PACT to deliver a coordinated and effective HR service.

Skills and Experience
To be successful in this role you will demonstrate:

  • Experience of advising line managers on the rights and obligation of employers and employees arising from the contract of employment, organisational policies, procedures and practices.
  • Experience of managing employee relations cases and providing support to managers in formal hearings, while respecting issues of confidentiality, based upon a good knowledge of a range of employment legislation.
  • A proven track record of identifying and delivering practical and effective HR solutions that meet business need.
