Overview of team:


To develop strategies, policies and plans for Public Transport service changes which meet the objectives of the Mayor's Transport Strategy and optimise services for customer journey time, service reliability, network capacity and connectivity and take account of value for money, available resources, operational constraints and customer priorities.

This will be achieved through a detailed understanding of the internal and external factors which effect service levels, performance and demand, a detailed understanding of customer priorities and through effective stakeholder management.

To drive continuous improvement in Public Transport services by developing plans based on strong business case analysis. Ensure successful delivery by co-ordinating and integrating planning across TfL's delivery businesses. Provide detailed planning input to the long term investment plan.


This role
We're now seeking a
Transport Planner to join our busy
Rail Closures Planning team.

Rail Closures Planning's key functions are the development of a closure programme for London Underground assets meeting the needs of assorted renewals and upgrades programmes for track, signals, lifts and escalators.

It coordinates closures and customer handling plans with other modes and operators (e.g. National Rail), coordinating with events, such as concerts and sporting events, and development of alternative transport strategies.


This position is specifically seeking a principal planner who can reinvigorate our 'closure delivery' role, enhancing communications with other parts of TfL about our closure plans, the customer arrangements, influencing customer communications alongside the Customer & Information and Travel Demand Management teams, responsible for the planning of alternative transport options including replacement buses, and post-closure analysis of the impacts.


Key Accountabilities:


  • Develop strategies for improving Public Transport Services based on detailed understanding and continuous review of service changes' impact on customers and on TfL's delivery of its strategic objectives including value for money, customer journey time, service reliability and network capacity and connectivity.
  • Provide strong business cases for service change proposals for short, medium and long term changes to the network, based on BCDM methodologies, in order to demonstrate strategic fit and value for money. For all proposed service changes, ensure feasibility, costing, passenger impact evaluation and performance impact, including commercial and contractual implications. Undertake appropriate modelling and use a wide range of data sources, specifying additional data collection requirements when necessary.
  • Develop a strategic plan for service changes, and the short, medium and long term plans to deliver the strategy.
  • Lead the relevant service change process. Ensure successful delivery and integration of changes into the business by collaborating with operational departments before and after delivery into service, identifying risks and specific mitigations to address them, through coordination across the business. Produce service specification and necessary documentation. Securing approvals required by governance and commercial/contractual arrangements. Manage a programme of works to deliver these plans.
  • Contribute to the development of Public Transport Planning team capability. Ensure that objectives are set, training and coaching provided, and that development is achieved whilst also meeting shorter term objectives and deadlines.

  • Ability to prepare plans to tight timescales within multistakeholder environments
  • Skilled problem solver with proven ability to resolve complex issues with skill and judgement, and ability to think clearly under pressure. Good at managing workload of self & reports and flexing approach to meet objectives
  • Proven ability to build working relationships with colleagues and external stakeholders and in meeting TfL and Mayoral objectives
  • Proven ability to influence key decisionmakers and successfully facilitating joint decisionmaking
  • Excellent written and verbal communications skills
  • Strong analytical skills, experienced in business case development
  • Excellent data collection and analysis skills with the ability to research and interpret the outputs.

Knowledge:


  • A degree in a relevant discipline or equivalent experience
  • Knowledge of public transport issues in general, the structure of the public transport industry and the characteristics of the London travel market.
