The Counter Terrorism Policing (CTP) network stretches across the UK.

We work alongside our partners to help protect the public and our national security by preventing, deterring and investigating terrorist activity.


CTP West Midlands (CTP WM) coordinates the regional counter terrorist response and provides specialist support to police forces in Staffordshire, Warwickshire, West Mercia and the West Midlands.


As the Head of Information Technology (IT) and Security, you'll strategically lead CTP WM IT, National Security Vetting and Operational Security Advisor teams including information and physical security of all our sites.


Based at our modern offices near to Birmingham Airport, you'll work Monday to Friday from 8am to 4pm, but an element of flexibility is needed to meet the demands of the role.


The role


As a member of the Senior Leadership Team, you will manage a broad and varied portfolio which will allow you to set direction and strategy with the ability to engage across the CT Policing Network and with strategic stakeholders.


You'll have extensive management experience and will lead, motivate, engage and develop your team, providing leadership to significant areas of responsibility, both protecting and promoting workforce wellbeing and professional standards to enable a high performing team.

Developing, managing and maintaining strategic relationships with local and regional partners will form a key part of the role.


You'll influence and collaborate to enable the achievement of objectives for the IT and Security portfolio, improving public safety and building trust and confidence in policing.


Responsibilities

  • Responsible for the development, security, capability, availability, and performance of all WMCTU IT systems including the server infrastructure, networks, backup, recovery and resilience, managing thirdparty contracts affecting the systems to include renegotiations, monitoring performance, increasing value for money and mitigating risks.
  • Having strategic influence over the design, impact and influence of initiatives including changes to existing technology architecture and estates.
  • Accountable for the physical and logical security of CTU technical assets ensuring accreditation compliance is maintained.
  • Leading the development and implementation of policy and strategy to ensure compliance with legal and operational requirements, providing stakeholder confidence that sensitive information is securely handled ensuring confidentiality, integrity and availability in service delivery.
  • Embedding security as a core business function, keeping physical security measures under constant review, ensuring they are adequate to meet current threats to business, including overseeing WMCTU accreditation processes, and penetration testing for physical site security and Information Security purposes.
  • Assessing, mitigating and managing risk around information, employees and physical sites for operations and planned change.
  • Negotiating and controlling budgets and partnership arrangements, influencing budget allocation, in order to meet the organisation's priorities and make financial savings where required to maximise value for money.
  • Leading the assessment of future demands and emerging threats, developing and adapting plans to ensure demands are effectively anticipated and met.

Skills and competencies

Essential
Educated to degree level or have a minimum of 5 years' experience in a relevant field.

Extensive management experience in leading a multi skilled team.

Skilled in planning and objective setting to medium and long-term cycles, co ordinating a complex range of activities.


Able to lead, develop and motivate a diverse team; creating strong engagement with the function's performance objectives and with Force values and behaviours.


Evidence of proactive Business Change Management and delivery of service with a good understanding of existing and emerging technology together with the ability to identify the wider implications and interdependencies of any change.

Experience in the creation and compliance of information security policies and standards.

Financial experience and budget management.

A good knowledge of provision of security, including physical, personnel, assets, information handling and communications.

Customer focused with the ability to develop key stakeholder relationships to enhance operational performance and develop the business.


Desirable
An awareness of ITIL


Proven track record in managing and coordinating complex IT transformation projects with a good knowledge of IT Infrastructure, current IT Industry trends and Communication technologies.
