About the Role


Kingston Borough Council is embarking on an exciting period of transformation in how it supports its residents to live full and independent lives.

In order to achieve this the Adult Social Care Commissioning Team is recruiting three Brokerage Officers.

The role is responsible for securing and setting up packages of care and support from within the local marketplace for adults with assessed care needs.


About Us

You will be supported in your role by a committed Commercial Lead and Head of Service in a newly designed Adult Social Care Commissioning Team where the focus is on collaborative transformation across the health and social care system and provider market, including the voluntary sector, and creating an environment where change can happen.


About You


You will have excellent interpersonal skills and be able to respond to and resolve supplier queries and develop and maintain good working relationships with service providers and other stakeholders.


  • Responsible for ensuring packages of care and support are set up, that can meet the aspirations and needs for the Service User, through calloff processes from established framework agreements, commissioned services, spot purchasing, and direct negotiation (as appropriate).
  • An experienced and skilled technical brokerage specialist, aligned to a designated portfolio of services (LD, MH & Day Care Services, PD & PD) and act as the primary interface between providers and the Council for sourcing services based on the aspirations and needs of the service user.
  • Responsible for ensuring all contracts and Service Level Agreements are signed returned and implemented appropriately and secured electronically.
  • Responsible for the maintenance of detailed confidential records and systems for monitoring vacancies, allocations and placements across ASC to ensure utilisation and costs effectiveness is achieved.
