We are looking for an innovative and enthusiastic Finance professional to help support the delivery of major capital projects within the Broadland and South Norfolk district areas and to manage our investment portfolios.

What you could be part of...

We are seeking a senior finance professional, part or fully qualified CCAB, to join our busy corporate finance team.


Working with the Finance Manager, you will provide a capital accounting service to key stakeholders within the organisation and take the lead in preparing both Councils' Capital budget and financing, Capital Strategies and asset entries in the financial accounts.

You will manage the investment portfolios of both Councils, leading on treasury investment and borrowing activities and arranging prudential borrowing, as and when required.


You will ideally have experience in treasury management, capital budget preparation, capital financing and monitoring processes and accounting for assets as well as providing advice to non-financial managers.

What you'll be doing...

*Leading on the production of the development and preparation of the Capital Strategies alongside the 5-year capital programme and financing, as part of the annual budget setting process, and ensure that it operates within the complex statutory legislation and regulations.
*Providing expert capital accounting advice, expertise, financial modelling and budget monitoring to service units, budget managers, senior officers and members.
*Leading on the year end capital and asset entries in the financial statements.
*Supporting services in developing robust financial business cases for major investment projects and to advise Officers and Members on capital proposals and projects.
*Sitting on project and specialist programme boards as the Capital Finance lead.
*Leading the Treasury Management function to maximize the investment return, commensurate with ensuring security and liquidity of investments, and in compliance with the Treasury Management and Annual Investment Strategies, which you will also prepare.
*Directing the Accountancy Assistants in making financial investments and approving these in consultation with the Finance Manager, where appropriate.
*Maintaining accurate records relating to monies held by the Councils on behalf of other bodies, such as Section 106's. This includes the calculation of interest, notification to the relevant person/bodies and the associated statutory tax returns.

You may be required to occasionally present to stakeholders such as corporate managers, Members, Committee / Panels or other key external bodies.
