Location - Carronfoot Dumfries, Thornhill or Wilton, Wiltshire.

Salary - Between £38,063 - £45,341 depending on experience.

HALO is known for its work to clear landmines but is very much involved in the disposal of other explosive hazards such as bombs, rockets, missiles, and improvised explosive devices (IEDs).

HALO was established in Afghanistan in 1988 and now employs over 12,000 staff in 28 countries and territories.


HALO has a new and exciting opportunity for a Disability and Inclusion Advisor to lead HALO's commitment to be a more inclusive employer as well as to ensuring more disability inclusive programmes that mean we can ensure in working with communities affected by conflict that no one is left behind because of a disability or impairment.


The Disability and Inclusion Advisor will support the country programmes' efforts to ensure diversity and inclusion in both programmes and operations, with a strong focus on disability inclusive programming, as well as more inclusive employment practices.

The role is set within the context of transformational change in the The HALO Trust and has a key role to play in ensuring that principles and practices of inclusion, and equity are embedded in the management of the workforce in a decentralised, regionalised structure.


Core responsibilities of the incumbent include: providing expert advice, conducting studies and outreach, leading working groups, and developing recommendations and evidence-based findings on inclusion and diversity practices in order to provide support to managers and the wider HALO Trust.

HALO needs to improve its disability and inclusion in the following areas:

  • Organisational Oversight
  • Programme Delivery
  • Partnerships and Advocacy

Role key Responsibilities

Disability Inclusion Organisational Oversight
-
Develop disability and inclusion guidance to be used by HALO at global, regional and programme level, covering all aspects of operations, especially HR, but also including requirements for logistics to adapt work places and working environments to ensure inclusion of people with disabilities

Collaborate with HR and other relevant departments and program teams on ensuring greater gender balance, inclusion, and representatives on the staff, including by conducting disability inclusion analyses of HR data and policies, ensuring recruitment and career support processes are aligned with disability inclusion values and principles, and delivering anti-bias training to HR staff and hiring managers

  • Collaborate with HR and other relevant colleagues on the implementation of antiharassment, respect at work, and safeguarding policies (against abuse and exploitation of adult and child clients with disabilities, against harassment and bullying among staff)
  • Collaborate with the Programmes Group to conduct disabilitysensitive and inclusive
    Security Risk Assessment and develop effective plans where necessary.

Conduct awareness-raising and training for staff and building the capacity-building of managers and leaders to foster an inclusive and disability-sensitive culture and lead by example.


Disability Inclusion in Programme Delivery

Disability Data Collection:Conduct disability analyses, including ensuring the appropriate inclusion of Washington Group Short Set questions into household and pre
  • Explosive Ordnance Risk Education (EORE) session surveys of beneficiaries, as well as establishing baseline data for the communities where we work.

Adapting Programme Delivery:Provide technical assistance for adapting delivery based on data collection and finds, such as adapting EORE materials to suit people with disabilities; or, ensuring the voices of people with disabilities are included in prioritisation of land release tasks.

Monitoring and Evaluation:Support quality control, monitoring and evaluation of programmes with a disability inclusion lens.

Incorporation of disability data into proposals and reports:Collaborate with programme teams to ensure disability inclusion considerations and goals are incorporated into proposals and reports.


Disability Inclusion Partnerships

Working with Global Partners:Review existing and new partnership arrangements with global partners to ensure disability inclusion matters are given appropriate consideration.

Working with Local Partners:Advise programmes on development of new partnerships with local partners to ensure programme delivery is inclusive of people with disabilities, and that partners have appropriate systems and safeguards in place.
