The Role:


The role holder will be responsible for developing, maintaining, reviewing and amending People Services policies and procedures and to provide an advisory service to People Services colleagues on changes to People Services policies and procedures for allstaff categories.

To research and analyse forthcoming legislation to ensure People Services policies and procedures are compliant. You will contribute to projects as required.


Key Responsibilities
Development of relevant, operable People Services (PS) policies and procedures in line with the Organisations' strategic objectives, organisational culture, values and the legislative framework

  • Proactively undertakes research and develops new PS policies and procedures in response to changes in legislation and University strategic objectives.
  • Analyses new employment legislation and reviews impact on existing policy and procedures.
  • Reviews existing policies and procedures to ensure they are uptodate and compliant with current employment legislation as well as reflecting best practice.
  • Conducts a periodic review with the PSBP team to ensure that all PS policies and procedures are operating effectively, and any gaps identified.
  • Proactively manages and maintains the policies and procedures content of PS intranet sites to ensure they are up to date and uploading of documents to PS intranet.
  • Research current case law, identifies implications for PS policies and procedures and draws these to the attention of relevant People Services colleagues, and others as appropriate.
  • Builds networks with policy teams in other organisations to research best practice and enable the modernisation of the policies and procedures so that they reflect the future direction of our culture.
  • Coordinates feedback responses to Policy queries from the PS Policy generic mailbox

Provision of an advisory service to People Services colleagues on changes to People Services policies and procedures

  • Provides advice to PS Business Partners and other People Services colleagues on new and revised PS policies and procedures as a result of changes in legislation.
  • Drafts Line Manager Briefings to notify Managers about forthcoming changes to PS policies and procedures and supports PS Business Partners with implementation queries.
  • Drafts papers for PS meetings and University Committees as required and implements any agreed changes to PS policies and procedures.
  • Supports briefings and updates to People Services colleagues on forthcoming changes in employment legislation in advance of legislation being implemented.

Support for Project work

  • Contributes to projects generally, or through membership of project teams or workstreams, providing expert advice to the projects as required.

General

  • Any other duties as required to support the work of the Area of Expertise.
  • The post holder may on occasions be expected to undertake staff management responsibilities.

Skills and Experience Education, qualifications and training
Essential

  • Educated to degree level (or equivalent).
  • GCSE 'C' or above in English equivalent.
  • A high standard of written English/Grammar.
  • A relevant qualification in the field of HR or management at least at certificate level or equivalent.

Desirable

  • CIPD Associate or Chartered Member.

Skills and Experience Knowledge, work and other relevant experience
Essential

  • Substantial experience of writing HR policies and procedures, interpreting complex legal documentation and translating them into relevant policies and procedures.
  • A sound working knowledge of current UK employment legislation.
  • Experience of working in a complex unionised environment.
  • Attention to detail
  • Intermediate skill level with MS Office software particularly excel and word

Desirable

  • Recent experience of working in partnership with trade unions.
  • Experience of project management

  • Occasional travel to alternative premises at various locations across the UK
