Job summary:

Government Business Services (GBS) is a large business unit within the Cabinet Office with around 610 staff.

It brings together back office services across government, and supports the Civil Service with high-volume HR and finance processes, aligned to the Government's modernisation agenda.

GBS was established in August 2020, and includes Shared Services, the Government Recruitment Service, Civil Service and Royal Mail Pensions, and the Platforms and Services unit, which supports these.

GBS delivers services for over 400,000 civil servants across government.

It supports 1.5 million Civil Service and Royal Mail pension scheme members, and provides recruitment services for around 70 percent of the Civil Service.


Our Pensions team manages the Civil Service Pension Scheme (CSPS), which is the third largest pension scheme in the country with 1.5 million members and around 350 employers.

We also manage the Royal Mail Statutory Pension Scheme (RMSPS), which is the sixth biggest scheme, with 400,000 members.

For both schemes, we have contracts in place with specialist private sector providers to deliver the administration service to members and employers.


Job description:


These roles are key to the successful and effective running of the CSPS and RMSPS Future Services Pension Programme and 2015 Remedy Programme.

These are both Government Major Portfolio Programmes (GMPP worth over £350 million). These roles will report as indicated above.

The post-holders will support on the programme level coordination running the key Governance meetings and leading on reporting to the Government Business Services Portfolio; they will operate with a high degree of autonomy.

We are seeking highly organised people who can prioritise their own time and deliver results, using their initiative.

Excellent organisational skills and attention to detail, and the ability to remain calm & reliable under pressure are essential skills.

The role would suit someone who is driven, detail focussed, embraces change and able to work to tight and stretching timeframes.

The post offers the opportunity to further enhance Project and Programme skills and to support the Head of PMO to deliver a challenging range of work.

These are fast-paced roles supporting the Programme teams in their day-to-day activities. These roles give great exposure to the Department's priorities and agenda, senior leaders and internal and external stakeholders.


Person specification:


Key Responsibilities

  • Secretariat support for programme and project governance boards, workshops and meetings including setting up meetings and taking minutes
  • Taking the lead in the monthly checkpoint meeting and holding project managers to account for project delivery updates.
  • Tracking of actions across programmes and projects and maintaining action logs.
  • Supporting the development and maintenance of the project plans.
  • Supporting programme and project implementation with projects.
  • Overseeing and reporting risks at Programme level.
  • Tracking budgets and raising POs as necessary
  • Diary management and supporting meetings and workshops.

Other duties


The post holder is required to work in a flexible way and undertake any other duties reasonably requested by line management which are commensurate with the grade and level of responsibility of this post.


Skills and experience required

  • Experience in working on programmes and/or projects, in a fast paced and complex delivery environment.
  • Good written and verbal communication skills
  • Experience of monitoring budgets and raising purchase orders.
  • Relevant experience of working with suppliers and the sensitivities associated with commercialinconfidence and the redaction of information and documentation.
  • Manage professional relationships with a wide range of internal and external stakeholders, and act as lead point of contact.
  • Good understanding of governance and risk management.
  • Experience in providing high quality secretariat service (minute taking and chairing meetings).
  • Excellent knowledge of MS Office systems (Word, Outlook, Excel)

Desirable Skills

  • Comfortable in working with very Senior Leaders (both internal and external).
  • Able to persuade and influence to secure desired outcomes.
  • Understanding of Pension
