We will be seeking to recruit for four roles in the Project Delivery and Change Directorate:

Roles 1/- Flexible Resource Pool (FRP)

The aim of the Pool is to:

  • provide PD and Change support to priority programmes within DBT.
- ensure DBT has the right capability inhouse to deliver key projects, reduce recruitment issues and reliance on contingent labour.
- provide PD&C Professionals better access to career development and progression.


The Pool will offer successful applicants' exposure to a range of challenging projects across DBT to build capability, experience and technical skills.

We will also provide access to a range of informal professional career development opportunities and continuous professional development (CPD).


Roles 3/- Change Portfolio Office


The Department has a £35bn major change portfolio over 30 strategically important projects, including digital transformation programmes, major investment projects and grant schemes into key UK business sectors.

The portfolio office operates as a central project delivery management function with strategic delivery oversight of DBT's major programmes/projects and project delivery best practice.

We are currently looking for 2 Portfolio Officers to play a vital part in supporting some of these important and exciting projects.


PMO functions include:

  • Programme Support support projects throughout their delivery lifecycle to ensure they are set up and running effectively.
  • Reporting
- regular project reporting cycle using project reports to provide analysis and insight on the portfolio.

  • Risk management
- analyse risks and issues from across the portfolio and identify cross-cutting themes and challenges.

  • Planning
- collate and analyse high-level plans from across the portfolio to provide key insight to senior management

  • Project frameworks
- develop standardised project delivery frameworks, templates and guidance to support projects throughout the project lifecycle, championing best practice.

  • Analysis gather data, reports that will be utilised to identify themes, trends, insights for reporting purposes.

As a member of the Project Delivery & Change, you will work on a variety of projects up to 12 months at a time.

During this time, you could be required to take on some of the following roles as set out on page 119 of the Project Delivery Capability Framework

Delivery - Supporting Day to day management of the project to deliver the agreed outcomes within time, cost and quality constraints.

  • Identify key stakeholders and develop effective relationships.

  • Identify and monitor project risks and issues. Develop mitigating actions and escalate as appropriate.

Governance - Provide key reports and support effective governance and decision making.

Risks and Issues
  • Engaging with stakeholders to identify, monitor and key risks and issues for the Project.

Resources - Schedule / manage resources to deliver the project.

Benefits Realisation - Ensure benefits are identified, understood, measured, tracked and owned.

Business Case - Coordinate development of the Business Case.

Budget - Track delivery within budget.

Assurance - Support or set appropriate project assurance.

Change Management - Ensure effective Change Management processes are in place.
