Job summary:

As the BDUK Benefits and Evaluation Lead - Supply Side, you will be responsible for benefits realisation and evaluation, evidencing the outcomes and wider learnings, for three flagship digital programmes delivered by


BDUK:
The Superfast Programme, Gigabit Procurements, and the Shared Rural Network.

The role involves 1) ownership of the evidence base on benefits: championing its use and being strategic in how it can be developed, 2) an overall responsibility for ensuring all the BDUK's supply side programmes have appropriate benefits realisation and evaluation built in and 3) managing the evaluation work of existing or closed programmes.


Working closely with members of the BDUK Senior Leadership Team and the Demand Side Benefits and Evaluation Lead, you will lead a team to scope out programmes of analytical work, manage their delivery and ensure appropriate use of findings in programme communications and delivery design.

You will also use your findings and existing evidence base to contribute to future digital policy development both in DCMS and in other government departments.

And your work is necessary to fulfil mandated requirements from the Infrastructure and Projects Authority and EU Commission. You will have the opportunity to undertake analysis, oversee work done by junior analysts and manage external suppliers.

In addition you will collaborate with peers embedded within programme teams to ensure all programmes have appropriate monitoring and evaluation.

The focus of the role is to oversee and shape a wide-ranging evaluation program considering the following outcomes and impacts from BDUK's work:

  • Reducing the digital divide
  • providing connectivity in areas that would otherwise have been left behind.
  • Economic growth through business creation/safeguarding, employment growth, and productivity growth.
  • Public sector efficiency helping to increase takeup of digital public services.
  • Public value enabling access to services valued by consumers, and enhancing quality of life.
  • Stimulating the market through appropriate interventions resulting in increased connectivity and enhanced competition.


The role is within the broader BDUK analytical community, which is made up of two dozen analysts from multiple disciplines, who support the directorate through modelling, analysis and evaluation to enable the effective investment of over £5 billion public investments into digital infrastructure across the UK.


Job description:


  • Responsibility for the endtoend design, implementation and delivery of evaluation projects relating to specific BDUK products and programmes (e.g. supplyside interventions, demandside interventions, mobile, etc.)
  • Design the benefits and evaluation framework for assessing BDUK's impact on the digital infrastructure sector and wider economy and society, including the design of evaluation plans which, where relevant, comply with the EU Common Methodology for state aid evaluations and the Magenta Book.
  • Work with relevant colleagues from across BDUK and DCMS to ensure that evaluation frameworks and plans take account of a full range of criteria, across impact, process and value for money evaluation.
  • Ensure that evaluation plans are quality assured by the DCMS Evaluation Group.
  • Develop, maintain and oversee an evidence base relevant to BDUK's policy objectives, including lessons learned from previous evaluation activity
  • Work closely with Digital Infrastructure and BDUK colleagues to support the design of new products and the delivery of inflight projects and programmes in order to maximise market impact.
  • Oversee and manage additional, ad hoc research and analysis projects (i.e. outside the formal evaluation plan) to detail more immediate findings in live programmes, support product design and optimisation, working closely with the Data Modelling & Analytics Lead to incorporate both quantitative and qualitative evidence.

Person specification:

Evaluation design: Experience in designing end-to-end evaluation plans and scoping programmes of work which draw on a range of research methodologies and a robust theory of change, including deep knowledge of the Magenta Book
