Description

The Estates Officer (Building) will hold responsibility for the maintenance and upkeep of the built environment within Harrogate & District NHS Foundation Trust, including all outdoor areas, gardens and grounds, in order to ensure compliance with relevant legislation, technical guidance and provide a safe environment for our service users staff and visitors.


The post holder will be required to work flexibly across a range of building, engineering, fire and compliance related areas to ensure the service we provide are safe, compliant and effective.

The role also covers line management of Harrogate Integrated Facilities' maintenance staff identified in the organisational chart (Section 4).

The post holder must display strong and effective leadership and be prepared to develop a range of output reports for presentation at senior team, the estates management group and a range of other key meetings and forums.


The post holder will be required to be fully aware of their Health and Safety responsibilities, and ensure that all operational activities of the department are carried out in compliance with all appropriate safety regulations and national legislation.

A high level of competency in building projects is essential.

The post holder shall also be willing to undertake such training as may be required, to support their technical and managerial development.


  • Accountable to the Head of Estates and Director of Estates and Facilities for the cost effective and efficient operation and maintenance of all building and fire related building services to include the planning monitoring, survey and coordination of Building maintenance programmes.
  • Deputise for the Estates Operations Manager (Building) and other Estates Officers as required
  • Actively participate in the implementation, operation, and improvement of computer aided facilities management (CAFM) software, identifying and utilising methods to monitor work streams and gaps in compliance
  • Manage consultants, temporary technical staff, contractors, trade and operational staff within the department as required.
  • Manage the team leader building and the building maintenance programme on a day to day basis, including dealing with operational incidents as and when they arise including full management of the winter maintenance programme.


Harrogate Integrated Facilities (HIF) Estates Department's primary objective is to manage and maintain all engineering services, including all aspects of the built environment within Harrogate & District NHS Foundation Trust (HDFT).

This is in order to provide a safe and comfortable environment for patients and staff and ensure compliance with all statutory and regulatory standards.

The department manages all planned and reactive engineering and building tasks for HDFT including a range of surveys, capital works, backlog maintenance and project management.


  • Manage, plan, organise workloads and take into account the operational requirements of the site.
  • Manage, plan, organise and implement apprenticeships, learning and general training programmes, including arrangement of supervision, shadowing, and onthejob learning opportunities to apprentices and trainees. Liaison with college representatives and provision of information with regards to college reviews and progress will also be required.
  • Effectively diagnose engineering faults and initiate repairs.
  • Maintain records of all statutory requirements and services, so as to comply with relevant legislation, to include; evidence of PPM, evidence of reactive response times and resolution, Permit to Work systems, training etc.
  • Manage and carry out works under Minor New Works and Ward Allocation budgets, as requested by HDFT including management and delivery of all backlog capital works and improvement projects.
