Job Introduction
The role of an Engineering Manager on S1 and S2 focuses on the technical aspects of construction.

The Engineering Manager maintains a position that is independent to the delivery team, in order that they can provide independent judgment and intervene ifnecessary to stop works in the case of significant change to construction methodology, sequencing, temporary works or impact on permanent works, or if excessive ground movements are indicated.


Each Engineering Manager will be responsible for a particular section of the project and will report to their Area Engineering Lead.


Role Responsibility

Key responsibilities

  • Ensure that Temporary Works design requirements are sufficiently identified
  • Have oversight of temporary works planning, coordination, design, installation, use and removal including review and approval of significant temporary works: their design and method statements
  • Manage the interface between Temporary Works and Permanent Works design, including review of method statements and construction sequences to ensure full integration
  • Manage the interface between construction and design during the construction phase
- review key RFIs from construction to design, approval of proposed change to design. Manage the Field Change FCD process
- approval of NCRs raised and managing appropriate stages through the process, including implementing measures to avoid similar non-conformances in future

  • Contribute to the production, review, approval and implementation of ITPs,
  • Manage the redlining process and support the asbuilts procedure
  • Have oversight of the construction assurance process, as undertaken by the construction team
  • Ensure that the construction team meets their responsibilities under CDM, reviewing incoming PCI(P) and H&S Files and ensuring that residual risks from design are communicated appropriately
  • Have oversight of the handover process from construction to the client or other contracts, including H&S File production and risk registers
  • Oversight of materials testing requirements; ensuring the correct tests are being undertaken in a timely manner for a particular section of the project, ensuring the results of testing are communicated
  • Oversight of the materials approvals process, ensuring that only approved materials are used in the permanent works
  • Review permanent works design and ensuring appropriate input from the construction team during the design
  • Manage the interface between construction and design during the construction phase
:

  • Ensure input into the detailed design management system reviewing and providing constructability advice to both the permanent works designers, temporary works designers and the construction delivery team
  • Identify any changes during construction that could have an impact on either the temporary works design or permanent works design and control of that change and method statements
  • Ensure that any proposed changes in materials or construction are checked against the original design specifications and appropriate action taken
  • Advise the permanent works designer of any temporary conditions, or loads, that should be considered in the permanent works design
  • Provide guidance to the delivery team on the impact and management of Thirdparty interfaces
  • Manage the monitoring of ground movements against predicted values
  • Ensure appropriate action is taken in response to ground movement and/or damage to 3rd party assets, including utilities, sensitive buildings and rail infrastructure
  • Assist in production and implementation of emergency response plans to excessive ground movement
  • Ensure the required attendance at ground movement review meetings and the production and distribution of required reports
  • Oversight of survey control, ensuring that the survey team is providing appropriate control stations, spotchecks and training to the construction team
  • Identify critical engineering interfaces in advance of the works to ensure that they can be managed to minimize exposure to unnecessary risk
  • Identify opportunities for optimization of project programme through review and challenging established construction activity, sequence and constraints
  • Identify weaknesses in current construction logic and provide solution options

Required qualifications, skills, behaviours and attributes

  • Chartered (or near Chartered) member of the ICE or equivalent (essential)
  • Engineering or Design Management experience (essential)
  • Construction experience (essential)
- (High speed) rail experience (desirable)

  • Architectural / MEP experience (desirable)
  • Temporary works experience(desirable)
  • Management of ground movement experience (desirable)

The Skanska | Costain | STRABAG (SCS JV) is delivering the HS2 Main Civils Contracts which include both Lots S1 (Euston Tunnels & Approaches) and S2 (Northolt Tunnels).

The combined value of the contracts is around £1.8billion with the works due for completionin 2025.Scope of works includes twin-bored tunnels (TBM), SCL tunnels, shaft sinking, bridge demolition and reconstruction, services diversions, earthworks and the construction of site compounds.
