Description

The Head of Involvement and Engagement will support the Director of Policy, Public and Stakeholder Affairs at ICB and place for the identification, development and implementation of all required ICB functions and professional inputs and their successful co-ordination, including all related policy and strategy development in respect of Involvement and Engagement and the subsequent methods and delivery.

They will be responsible for implementing a model built on best practice, which embeds the principles of lived experience, co-production, involvement and engagement within the delivery model for the ICB and will ensure effective and efficient mechanisms for delivery at place, overall measurement of outcomes, and managing risk, as well as ensuring that the ICB fulfils its statutory duty with regards to consultation and engagement.

Working closely with the Executive to support the development and delivery the involvement strategies required aligned to the objectives of the Integrated Care System the post holder will ensure these are focused on supporting the successful redesign and transformation of clinical/service pathways, improvement in access, health and care outcomes and patient experience and that legal requirements of the Health and Social Care Act are met.

The post-holder will be responsible for the provision of a leading edge, proactive function.


As a member of the senior leadership team the role will also contribute at senior levels to the core purpose and objectives of the ICB.

The post-holder will be expected to contribute to key discussions and decision-making processes outside their immediate portfolio that relate to the delivery of the organisations strategic plans.

As a member of the senior management team, they will deputise for the Director of Governance and Involvement across the full range of responsibilities.

Communication Lead involvement for the organisation working closely with voluntary sector networks, Healthwatch, patient and community groups and citizens to ensure active participation in decision making, co-design of services and actions to address health inequalities and improve access, experience and outcomes.


Link with the Director of Policy, Public and Stakeholder Affairs in relation to overview and scrutiny committees and health and wellbeing boards to ensure appropriate reports are sensitively crafted to provide feedback on involvement and engagement activity and outcomes where appropriate.

Ensure the successful delivery of highly contentious information and feedback within potentially antagonistic and hostile environments including public and political in atmosphere of proposed major change.

Contribute to, and where appropriate influence, leadership relationships and wide scale system change to ensure that the ICB acts as an enabler to harness system development opportunities to improve the population health of the ICS.

Analytical and Judgement Skills Represent the ICB in involvement and engagement work with external stakeholders demonstrating a fundamental understanding of current issues and challenges facing the system.


Work as part of the senior management team to advance the ICBs strategic plan, using evidence-based strategies to assist the organisation in creating and sustaining a culture that embraces and promotes diversity and inclusion in their broadest meanings.

Thorough analysis of national policy, guidance, and highly complex data sets, identify and develop approaches and solutions where there may be a variety of involvement and engagement options to address health inequalities considering how wider determinants (such as housing, education, and employment) that may have an impact on health.

Planning and Organisational Skills Lead the development and delivery of the involvement strategies of the ICB and related involvement and engagement policies ensuring a consistent and effective and corporate approach that meets all legal responsibilities.

Be a key advisor to senior leaders within the ICB regarding all aspects of involvement and engagement including the process for major service change; developing an assurance model; and where relevant, lead on developing proposals for service and/or policy changes across the North East and North Cumbria including, but not exclusive to, tertiary, secondary and primary care.


Be responsible for implementing long term strategic plans in involvement and engagement which contribute to the delivery of ICB's five-year plan, working internally with senior leaders and externally with partners across the ICS and local communities.

This will include interpretation and implementation of national policy and guidance.

Policy and Service Development Lead on the implementation of the model for involvement and engagement for the ICB and throughout the ICS, working creatively with multiple organisations and acting as a senior role model to facilitate good practice.
