A number of exciting new roles have come up in the
Synergy Programme, a cross-departmental group formed in response to Government Business Service's request for individual departments to group together in 'clusters' to drive efficiencies, increase buying power and improve the quality of shared service to our end users - our people.


The Synergy Programme is the largest of five departmental clusters, comprising the Ministry of Justice, Department for Work and Pensions, Department for the Environment, Food and Rural Affairs and the Home Office.

The Department of Work and Pensions hosts the Synergy Programme.

Your work will impact the procurement arrangements for the next 15 years, impacting over 50% of all Civil Servants - that's 230,000 people across the four departments and arm's length bodies.


Success of the Programme is crucial as Civil Servants rely on shared services to provide business critical tools in human resources, finance, payroll, and procurement.

It affects everything we do, from joining a department as a new starter, the way we claim for expenses, how we buy goods and services such as our laptops and canteen provisions, to the way we receive our pensions when we retire.

Job description:


  • Provide insight, leadership and challenge at all levels to achieve the desired outcome in collating and securing clear requirements on the Nature, Scope and approach to the BPS procurement.
  • Lead and drive a complex set of activities, with competing priorities, multiple partners and needs, at pace, to procure new Business Processing Services contract(s) for the programme.
  • Develop, communicate and manage the BPS Specification delivery plan in an ambiguous and complex multi stakeholder environment.
  • Identify and manage stakeholder relationships managing multiple internal and external relationships as appropriate.
  • Ensure strong governance principles are followed, streamlined and adopted for the Business Processing Services procurement to ensure delivery and design approval.
  • Provide clear delivery reporting for the BPS procurement within the Programme, with focus on benefits identification and management processes for the BPS procurement.
  • Work to unify competing workstreams, spot opportunities and break down silos, manage interdependencies to ensure an endtoend programme view.
  • Drive effective governance, transition planning and execution, setting appropriate delivery methodologies including between programme phases to manage change effectively.
  • Provide support, guidance and coaching for the team. Show commitment to personal development. Promote effective individual and team performance

Person specification:


There is an immediate need to prepare for and successfully release an Invitation to Tender for new Business Processing Services (BPS) to meet the Programme's next funding gateway in 2024 and enter into the new BPS contract, allowing transition to the service, before a deadline date of October 2025.


This role is crucial in driving this activity and relevant expertise is sought to provide robust leadership to lead the departments and identify the key activities that need to be undertaken on governance, risks, and benefits.


This role will enable the Synergy Programme to provide Senior Leaders and Ministers with confidence and reassurance that key milestones will be met and the appropriate business continuity risks have been identified and are under management.


  • Previous experience of working in a high profile leadership role within a large and diverse organisation with multiple and complex stakeholder relationships; ideally as an experienced BPS Service Delivery Manager, preferably with a background in outsourced BPS services utilising SaaS enabled ERP solutions with a good understanding of Change management, Commercial and Contract Management, and portfolio, programme or project delivery either PRINCE2 or product centric design (or equivalent) qualified
