An excellent opportunity has arisen to work in public procurement within Education Scotland at a hugely exciting time as we deliver on our enhanced remit.

***You will support Education Scotland colleagues procure of a wide range of goods and services and administer the awarding and monitoring of grants to third parties.

The primary purpose of the role is to:

  • Procure goods and services according to current legislation and organisational processes.
  • Award and monitor grants to third parties according to organisational processes.
  • Understand the distinction between a procurement contract and a grant/grant in aid and be able to advise colleagues on the correct procedure to follow accordingly.


You will also contribute to the wider government economic agenda including improving business for SMEs and delivering the Sustainability agenda.


This role can be based out of one of our Education Scotland office locations in Glasgow, Livingston, Inverness, Dundee or Aberdeen.


Responsibilities:


  • Advise and/or support contract management activity taking suitable actions in the event of a breach in contract including escalation routes and remedies.
  • Clearly understand procurement technology solutions and procurement systems (including Public Contracts Scotland, SG Sustainable procurement tools) and uses them appropriately.
  • Advise and support colleagues with lower value procurement requirements by conveying the established guidance on the invitation the quote process and providing advice on using the prepared templates for them to use. Give advice to support understanding of technical and commercial aspects of the process.
  • Ensure that record keeping tasks in relation to procurement and grants are undertaken effectively, and accurately to established procedures in a timely manner, e.g. contract and grants registers, records management system (eRDM).
  • Develop effective relationships with suppliers to drive added value and improvements.
  • Review the work of the finance and or grants administrator to ensure that all checks have been completed and all required grant documentation is in place and filed and take the lead in continuously improving performance in relation to procurement and grants administration.

Essential Criteria

  • Strong numerical skills and use of Excel, being able to use pivot tables to collate and review data.
  • Excellent communication skills, particularly in delivering technical procurement information to colleagues and the ability to build, develop and maintain good working relationships with internal and external customers.
  • Strong planning and organisational skills and the ability to work on own initiative, contributing ideas and energy to continuous improvement and managing competing priorities.
