We are the Government's advisor for the natural environment, playing a vital role in delivering the Government's 25 Year Environment Plan, an ambitious vision which brings new opportunities to protect and enhance and to achieve real outcomes for the environment.


About the role


We're looking to appoint an enthusiastic and experienced evaluator to be part of a growing team of specialists to lead on the evaluation of Species Conservation Strategies (SCS).

SCS are a new provision introduced by the Environment Act 2021.

This landmark legislation creates a new power for Natural England to develop strategies to conserve any species in England, and importantly, places a duty on other public bodies to help prepare and then pay due regard to these strategies.

Over the next three years Natural England will bring partners and stakeholders together to develop, test and refine SCS as a mechanism and to develop this ambition.

The project will initially focus on developing and testing SCS for water vole, widespread reptiles, and hazel dormouse, with a view to subsequently expanding them across the country.


We see evaluation as crucial in helping us to deliver better outcomes and in securing greater investment in the natural environment.

Evaluation and monitoring data will help us make evidence-based decisions and ensure this critical piece of work is on track to deliver it's intended benefits.

It will also allow for continued learning to improve the SCS delivery process into the future, as well as provide evidence on how objectives have been achieved.


This postholder will lead the design and implementation of the evaluation SCS They will work closely with the relevant project teams, the lead for the evaluation of the Species Recovery Programme as well as other species and evaluation specialists, to plan, design and deliver the evaluation of SCS.


Key tasks

  • Leading the design, implementation, and management of a programme of evaluation for Species Conservation Strategies.
  • Working closely with evidence and delivery colleagues to ensure that the design and delivery of SCS are based on sound evidence.
  • Leading stakeholder engagement in the evaluation, including setting up and managing appropriate governance structures, reporting progress to stakeholders, and ensuring stakeholder views are reflected in the evaluation.
  • Working closely with procurement, evaluation, and Defra colleagues to design and commission any external evaluation, to include writing the specification, identifying suitable contractors, tender evaluation, managing quality assurance and overseeing contract delivery.
  • Ensuring that the evaluation supports successful programme delivery, including the management of programme risks and issues.
  • Supporting learning from evaluation findings by feeding these back into programme management, and communicating internal and external audiences
  • Developing strong partnerships with stakeholders, external delivery partners and policy leads including with Defra and the wider Defra group.
  • Maintaining their specialism through ongoing learning and development.
