Job summary:


Based in Defra's Environment Strategy Directorate, this is an exciting opportunity to help implement our policy on biodiversity net gain in a combined digital and policy role.


Biodiversity net gain will be measured using the Biodiversity Metric, which assesses the quality, extent and type of habitats which are present on a given site and calculates a value in 'biodiversity units'.


To achieve a net gain, developers will be able to avoid or reduce biodiversity impacts through site selection and layout, enhance biodiversity onsite, or create or enhance offsite habitats, either on their own land or by purchasing biodiversity units on the private market.


The risk that the market supply of biodiversity units will not meet demand will be addressed by government's plan to provide a supply of statutory biodiversity credits.

Government intends to implement a national, publicly accessible register of biodiversity gain sites to avoid double counting. Offsite gains must be on this register to be relied upon by a development.

This role will lead on register policy and be the main point of contact for the development of a digital register service, working closely with the existing digital teams.


Job description:

This role leads on engagement with the digital service build teams and on register policy for Defra.

They will be the main lead for register policy decisions and work with ministers and key stakeholders.

This role will also act as 'digital liaison' between policy and the digital service build teams (register and credits), and work closely with Natural England.

This is a unique opportunity to work with multiple disciplines (from ecologists to software developers) in a user-led way on combined policy and digital solutions.

Key responsibilities include:

  • Leading on ongoing development of policy for a digital 'register' for biodiversity net gain habitat sites
  • Leading on any register legislation or policy proposals
  • Being the main point of 'digital liaison' between Natural England's digital service teams and the Defra policy team although by no means the only point of contact
  • Building a strong relationship with the Natural England register team to clearly communicate BNG policy aims
  • Upskilling the policy team in userled approaches and agile working and ensuring strong communication is in place between digital and policy
  • Drafting briefing and submissions on BNG register policy
  • Inputting to existing BNG governance structures including a regular project board and RAID log
  • Stakeholder engagement with users of the BNG register service
  • Managing one SEO policy advisor
