The Role
Effective governance is vital for any Civil Service department to achieve its strategic objectives.

The Head of Governance and Board Secretariat is responsible for ensuring that the CCS governance framework supports effective decision making across the organisation and the coherence and effectiveness of corporate governance from the highest level decisions of the CCS Board through to our Executive Board and their respective sub-committees.


The post holder is responsible for managing a wide range of stakeholder relationships including non-executive board members (including the Non-Executive chair), Chief Executive, Executive Board members and the wider leadership team as well as senior members of the Cabinet Office, GCO and GIAA.

You will also engage with our sponsor department, Cabinet Office, to ensure we operate in line with our corporate status as an executive agency and trading fund.


Strategy, Policy and Governance overview
Strategy Policy and Governance's (SPG) purpose is to enable the effective leadership of CCS, acting as the point of coordination, the conscience and a centre of excellence for CCS by:

  • helping to define and implement our ambition, vision and strategic objectives;
- ensuring CCS successfully implements government policy and operates effectively within regulation;
- coordinating and driving effective decision making; and
- acting as the repository and guardian of those decisions, so that CCS operates with consistency, knowledge and foresight.


We consist of four teams - the Strategy Team which coordinates and communicates CCS strategy, the Governance team which provides the secretariat for CCS's executive and non-executive governance boards, the CEO office team which supports the Chief Executive and manages ministerial, Cabinet Office and parliamentary engagement and the Policy and Legal team which ensures CCS delivers government commercial policy, remains compliant with relevant procurement legislation and manages its legal risks effectively.


Team Summary


You will be joining the Governance team which provides the secretariat for CCS's executive and non executive boards; playing a key function in ensuring the boards are coordinated, maintaining an appropriate record of each meeting and its actions and working closely with the Chairs and members of each Board to set the agenda and ensure effective decision making.


Key Accountabilities

The post-holder will be responsible for:

  • Lead and manage the Governance Team to deliver a professional secretariat function which supports the CCS Board and its sub-committees alongside the governance arrangements for the Executive Board and its sub-committees
  • to ensure effective and timely decision making across the organisation.
  • Develop, implement and review complex governance processes and procedures across the organisation, ensuring a coherent and consistent process for the timely execution of papers, agendas and action points appropriate for each forum is in place, to include ensuring:
the quality and timeliness of all material and information provided to Board and Committee members;
agendas and minutes are drafted and submitted in a timely manner;
progress against action point logs are proactively monitored;

the timeliness of engagement with the relevant Chair in advance of each meeting, providing recommendations on relevant priorities and business to be taken.


  • Provision of expert advice and support on all aspects of governance and approvals from Board level downwards.
  • Frequent travel to all CCS office locations and sometimes at short notice
  • Develop and maintain strong stakeholder relationships and be the trusted single point of contact for the Non-Executive Chair and Non-Executive Directors to provide an effective interface with the organisation.
  • Act as the link with the Cabinet Office dealing with the Government Chief Commercial Officer in relation to the sponsorship arrangement with CCS as well as Ministers, Permanent Secretary and other senior Cabinet Office staff as required for various aspects of the CCS operations.
  • Implement and manage a governance framework for CCS which meets corporate governance best practice and conforms to relevant standards, codes, and frameworks in the public sector and supports CCS's corporate status as a Trading Fund and Executive Agency of the Cabinet Office

This includes:


Owning and managing the framework document that sets out the key responsibilities of the relationship between the Cabinet Office and CCS.

Lead on the Production of the annual Corporate Governance report which forms part of CCS's Annual Report and Accounts in liaison with the Accounting Officer, board, sub-committee chairs, GIAA, etc.
