Job summary:


The post will work within a project timetable, alongside the Archive Relocation Programme (ARP) and Parliamentary Archive staff, to lead the completion of the preparation work and to plan and deliver the safe and secure move of Archive collections to offsite storage premises and partner organisation.


The Parliamentary Archives collections constitutes 13km of physical records dating back to 1497, it is a shared service of both Houses of Parliament.

It provides innovative and expert information management, preservation, access and outreach services enabling anyone in the world to use Parliament's records.


Since 2014, Parliament has been considering options to improve the Archives' accommodation, to support both Houses' public engagement and heritage objectives, and to ensure the continued safety of the collections.

The key objectives of the ARP are to remove the Parliamentary Archives' collections in an orderly fashion from the Victoria Tower:
(i) to reduce the risks to the collection; (ii) to enable Restoration & Renewal (R&R) works to begin; and (iii) to continue to be able to deliver Archives' services.


The Prepare and Move (PAM) team sits under the umbrella of the ARP and has been tasked with preparing the Parliamentary Archive's collections for the move.

The key objectives of the Prepare and Move Project include, but are not limited to, ensuring that the Archive's collections are packed, barcoded, the catalogue is updated correctly and that the collection of deposited Map and Plans are audited, condition checked, packed and correctly catalogued.

A Moves project will start up in April 2023 and run concurrently with PAM. This role will sit across both projects.

In addition to this post, it is anticipated the Moves Project team will consist of Moves Supervisors (x2) and will also work with moves contractors.

Both projects are led by the Senior Project Manager.


Job description:


The post will work within a project timetable, alongside the Archive Relocation Programme and Parliamentary Archive staff, to lead the completion of the preparation work and to plan and deliver the safe and secure move of Archive collections to offsite storage premises and partner organisation.

This post will hold line management responsibility for 2 x Project Team Leads and, 2 x Moves Supervisors. There are no budgetary responsibilities.


Other responsibilities include:

  • Leading the preparation, planning, organisation and supervision of records moves to offsite storage and partner organisation overseeing tracking, auditing and working with project and Parliamentary Archives staff, contractors and various key stakeholders
  • Be responsible for the day to day management of the moves logistics operation liaising with a variety of colleagues, contractors and stakeholders
  • Establishing and managing the procurement of the chosen moves contractors including managing the provision of services to required level of service and within the agreed costs
  • Collaborating with the Project/ARP Programme and Parliamentary Archive teams on the best options and phases for offsite collection and partner organisation moves
  • Communicating progress and reporting to the Senior Project Manager to provide assurance on the preparation, delivery, effectiveness and efficiency within the project and its alignment with wider project/programme activity and plans
  • Establishing and maintaining a supportive and stimulating working environment within the project that generates high capability, collaboration, trust and effective and efficient delivery

Person specification:


Essential:

  • Experience and Knowledge: Understanding of the significance of heritage collections and the importance of their safety and security during a move. Experience of working on projects and leading specific work packages, in a fast moving, complex project or programme environment with many constituent parts and stakeholders.

Good interpersonal skills and ability to work inclusively, flexibly and collaboratively across teams and the wider organisation, to share knowledge, make best use of everyone's skills and experience and develop good working relationships with staff at all levels.
