Job summary:


BDUK is a dynamic delivery focussed Portfolio using a breadth of products to deliver Gigabit capable broadband connections across the UK.

The Local Delivery Leads work within teams (Devolved, Northern, Central and Southern) working closely with other Local Delivery Leads and the Head of Regional Delivery.

You will act as the lead for the project/s in the geographical area South East or Northern England working with internal and external stakeholders in the delivery of projects through a Local Delivery Plan.


As a Local Delivery Lead you will work with a mix of career Civil Servants and expert contractors; including telecommunications professionals, finance, digital & commercial specialists.

You will also work with a number of internal and external stakeholders in a Government led and funded commercial delivery programme.

You will have the opportunity to work in a high profile, high performing business at the cutting edge of the technology centre with regular exposure to Ministers and senior stakeholders across the whole country.


Job description:


  • Develop and maintain with Local Bodies a Regional Blueprint to ensure nearuniversal gigabit coverage within each region, including tracking delivery and coverage of commercial and voucher projects as well as publiclyfunded contracts
  • Manage delivery of a portfolio of projects (Project Gigabit contracts, Superfast Broadband contracts and Gigahub projects [if relevant]) to provide gigabit coverage, ensuring delivery and time requirements are met, and working with Contract Manager colleagues to support overall contractual performance and with Local Body partners to tackle local delivery issues
  • Work with Commercial, Strategy, Vouchers and Local Body partners to identify and manage dependencies between projects, ensuring activities across the BDUK product portfolio are coordinated
  • Identify requirements for contract changes or new delivery approaches to deal with changes in coverage or delays to delivery, provide advice on supplier change requests, and work with Contract Manager to ensure changes are implemented promptly and efficiently
  • Ensure and oversee testing and verification of delivery to ensure the delivered network meets gigabit requirements and to confirm supplier reporting of delivery against milestones
  • Provide reporting on delivery and coverage to BDUK senior management and share best practice and lessons learnt with colleagues and stakeholders to maximise effectiveness of delivery
  • Support public communications on delivery to external stakeholders including Ministers, MPs, Local Bodies, other government departments and local communities, working with the BDUK Engagement team
- [If relevant] Provide management for the Local Delivery Manager in the area, coordinating and fostering teamwork

Travel to oversee delivery and for external stakeholder meetings will be required.


Person specification:


Essential skills

  • Strong project management skills, experience in using PPM tools and techniques
  • Proven track record of operating flexibly and delivering results in challenging circumstances
  • Strong stakeholder management skills, including the ability to build long term relationships with key internal and external stakeholders
  • Ability to communicate effectively, synthesising information to portray key messages and facilitate effective decision making
  • Ability to prioritise activities to deliver strong strategic outcomes
  • Project management qualification e.g. PRINCE2 Practitioner
  • Agile Project Management Practitioner
  • APM Project Management Qualification
  • APM Project Professional Qualification

Desirable skills

  • Knowledge of the telecommunications industry
  • Previous experience working with Local Bodies and/or OGDs
