Head of Estates (Education) - Worcester

The Head of Estates will be responsible for planning and guiding the infrastructure, development and services for the family of schools.

Effective, efficient and proactive management of the grounds and facilities (including, but not limited to, maintenance, health and safety and security).

Management of the refurbishment, expansion and other building projects in terms of bidding, developing, procuring and implementing building projects.


The Package

Basic:
£50k to £60k (Depending on experience)


Responsibilities:


  • The development and implementation of the estates and facilities masterplan across the family of schools, looking forward across a minimum 10year time period.
  • Manage and provide the strategic and technical lead on all aspects of the property portfolio, ensuring that the family of schools complies with all relevant legislation and ISI Regulations.
  • Proactive engagement and management of professional contractor services.
  • Best practice management of the Estate and Facilities functions including supplier and financial performance, project delivery and customer satisfaction through monthly and annual KPI reports.
  • Completion of annual maintenance inspections and condition surveys for each school.
  • Ensure all hard surfaces are maintained and a schedule of statutory inspection is implemented; and ensure all soft surfaces are adequately resourced and that standards are upheld;
  • Ensure that sports facilities are fit for use and maintained to a high standard;
  • Supervise lighting, heating and ventilation of buildings;
  • Maintain sanitary appliances and ensure regular inspection of the drainage system;
  • Act as professional mentor to staff including training, development and guidance.
  • Lead and develop the Health and Safety culture, acting as senior responsible person, directing and measuring the Health and Safety performance and direction of the family of schools.
  • Ensure that buildings are safe and secure at all times and adhere to both Health and Safety requirements and ISI guidelines (ISSRs) for the health and wellbeing of staff, pupils and visitors.
  • Develop, communicate, and implement Health and Safety Policies and Standards in line with current statutory and regulatory requirements.
  • Ensure that in all activities undertaken, the school properly discharges its duties under its Health and Safety Policy, the Health and Safety at Work Act, COSHH Regulations and any other relevant statute, regulation or directive.
  • Ensure that contractors operate safely in accordance with these same statutes, regulations and directives.
  • Ensure that all Health and Safety Management Systems, processes and practices are consistent across all of the schools and are synchronized and coordinated.
  • Coordinate and ensure implementation of responsibilities in relation to maintaining health and safety statutory documentation.
  • Develop and implement proactive security policies and procedures.
  • Attendance at termly Health and Safety Committee meetings at each School.
  • Ensure that the School's external Health and Safety consultants conduct annual Health and Safety Audits and Fire Risk Assessment Reviews and that any action points and recommendations are acted upon, in order of priority.
  • Tender, award and manage major project contracts to deliver the estates masterplans, to include obtaining planning permission, liaison with the Schools' architects, surveyors, professional consultants, planners and other advisers and the supervision and monitoring of all contracts.
  • Act as client representative, alongside the Project Manager, on major capital estates projects, delivering to time, budget and required standards.
  • Ensure the production of and compliance with all site technical logs and maintenance procedure manuals in order to facilitate effective management, supervision, work quality, instruction and training control and execute maintenance contracts for the equipment owned/rented by the entire establishment (including firefighting and alarm systems)
  • Establish and performance management culture with a clear focus on effective staff appraisal and commitment to professional development.
  • Ensure underperformance, misconduct and capability issues are addressed in a timely and effective way
  • Create and operating structure which facilitates a strong focus on service excellence, high quality and value for money
  • Build strong interdepartmental relationships, across both operations and academic/pastoral teams, to enhance and facilitate the stakeholder experience.
  • Responsible for the maintenance, development and record keeping of the buildings and associated plant and equipment.
